TUGUEGARAO CITY, PHILIPPINES — Alorica opened its first large-scale business process outsourcing facility in Cagayan Valley on September 23, 2026, bringing a major BPO operation to Tuguegarao City in Region 2 and extending the Philippine outsourcing sector’s reach beyond established delivery hubs in Metro Manila, Cebu, and Davao.
The opening follows collaboration between the Tuguegarao City government and the Department of Information and Communications Technology’s ICT Industry Development Bureau to attract BPO investment into a region without a prior large-scale BPO presence.

The Cagayan Valley facility is the first large-scale BPO employer in Region 2, with local government and DICT collaboration cited as the mechanism that brought Alorica’s delivery capacity to a region without an established BPO presence.
Alorica’s Tuguegarao City site extends the firm’s Philippine delivery footprint into a region that has previously operated outside the major outsourcing center network.
“This is what we have been working for, more opportunities, more jobs, and more reasons for our people to stay and build their future here in our city,” said Maila Ting-Que, Mayor of Tuguegarao City.

The Department of Information and Communications Technology’s ICT Industry Development Bureau provided institutional support for the Alorica investment, part of a broader program to direct Philippine BPO sector growth into regions beyond Metro Manila, Cebu, and Davao.
Alorica and the Tuguegarao City government did not disclose the number of positions that will initially be available at the facility.
Ting-Que added, “More opportunities to come for Tuguegarao. One step at a time, but we keep moving forward.”
