OHIO, UNITED STATES — Hocking Valley Community Hospital in Logan, Ohio, has handed management of its emergency department to Ohio Emergency Medicine Services (OEMS), a physician-led group in the Emergency Care Partners (ECP) network, effective Nov. 1, 2026.

The critical access hospital serves Logan, Hocking County and the surrounding Hocking Hills region. Its emergency services will remain open 24 hours a day, 7 days a week throughout the transition.

A physician group takes over the ER

OEMS announced the partnership, The Logan Daily News reported. Medical Director Harrison Zeitler, MD, and Associate Medical Director Sheldon Rose, MD, will lead day-to-day clinical operations.

“Rural emergency departments are the front door to care for so many families, and our physicians take that responsibility seriously,” said Dr. David Yin, president of OEMS.

Yin said his team will bring consistent physician leadership, a strong focus on quality and patient experience, and close collaboration with the hospital’s medical staff and nursing teams.

Shared services behind a local team

As part of the ECP network, OEMS keeps local physician leadership and clinical autonomy while drawing on ECP’s shared services, including physician recruiting, compliance, scheduling and operational reporting.

ECP provides emergency medicine and emergency department management services for hospitals across the U.S. Its partner groups keep their local branding while sharing services that also include revenue cycle management, contracting and payroll.

A young group expands in Ohio

OEMS was founded in 2026 under Yin’s leadership and also provides emergency department services at Salem Regional Medical Center in Salem, Ohio.

The group says it is expanding its footprint across the state. It is also inviting emergency medicine physicians to join its team at Hocking Valley.

Hospital welcomes the new providers

“Their experience, commitment to quality care and focus on patient-centered emergency medicine will be valuable assets to our hospital and those we serve,” said Dr. Michael Tornwall, the hospital’s chief of staff.

Tornwall said the hospital looks forward to working with OEMS to support its emergency department team and ensure patients continue to have access to emergency services in the community.

What it means for providers

Hocking Valley is a community non-profit hospital that also runs clinical, specialty, telehealth and outpatient services. By contracting out its emergency department, it puts physician leadership of round-the-clock care in the hands of an outside group backed by a national network.

Hospitals weighing healthcare outsourcing for clinical staffing or revenue cycle management (RCM) can compare partners on OA’s list of the top healthcare outsourcing companies in the United States.
