China’s Guizhou province targets global outsourcing growth

GUIZHOU, CHINA — Guizhou province has made a significant mark on the global stage, with its local firm Junzi Qianxing Technology Media contributing keyframe animation, coloring, and cinematography to Warner Bros’ The Lord of the Rings: The War of the Rohirrim.
The company, managed by Xu Chenyin—a former animation professional in Japan—is based in Guiyang, the provincial capital.
Xu, who also serves as a member of the Guizhou Committee of the Chinese People’s Political Consultative Conference, has been a vocal advocate for developing Guizhou’s service outsourcing industry.
“Guizhou has the potential to attract high-value outsourcing projects such as digital services and creative design,” Xu stated during a provincial legislative session in January.
Rapid growth in Guiyang’s outsourcing sector
Guiyang has already seen notable progress in service outsourcing. According to local authorities, service outsourcing execution in the city grew 16.58% year-on-year in 2024.
Offshore outsourcing surged by 59.18%, while domestic outsourcing rose by 12.67%. Xu believes this momentum could drive industrial upgrades across Guizhou.
Bridging talent gaps for industry expansion
Despite these advancements, Xu highlighted a critical challenge: a shortage of skilled professionals.
“In today’s decentralized production landscape, geographical barriers are no longer an issue in joining the global industry. The real challenge lies in addressing the talent gap,” he explained.
Xu proposed several strategies to address this issue, including partnerships with universities and research institutes to align academic programs with market needs.
He also recommended introducing globally recognized certification courses, enhancing practical training, and launching targeted recruitment initiatives in fields like artificial intelligence, big data, and business negotiations.
Big data as a catalyst for outsourcing
Xu emphasized the synergy between Guizhou’s big data capabilities and its service outsourcing sector.
For example, cloud computing resources from Guizhou’s data industry are being utilized for cost-effective cloud rendering—a crucial step in animation production that often requires expensive hardware.
“Cloud rendering platforms reduce production cycles and costs,” Xu noted.
Aiming for global integration
Guizhou’s efforts reflect its broader ambition to integrate into global industrial and value chains. With its growing expertise in digital services and innovative technologies like cloud computing, the province is positioning itself as a competitive player in the international outsourcing market.
By addressing talent shortages and leveraging its technological strengths, Guizhou is laying the foundation for a thriving outsourcing industry that could reshape its economic future.
