Hong Kong sets new standards for AI usage in workplaces

HONG KONG, CHINA — Hong Kong’s Office of the Privacy Commissioner for Personal Data (PCPD) has issued new guidelines for the use of generative AI (Gen AI) by employees.
This move comes as Gen AI technology becomes increasingly embedded in local business practices, with the aim to bolster competitiveness and digital transformation across various sectors.
Key elements of the guidelines
The guidelines delineate clear boundaries and expectations for employees and organizations using Gen AI. They cover the scope of permissible Gen AI use, ensuring the protection of personal data privacy, promoting lawful and ethical usage, and preventing bias.
Additionally, they stress the importance of data security measures and outline potential consequences for violations of these policies.
Privacy Commissioner Ada Chung Lai-ling emphasized the dual focus on innovation and security, stating, “AI security is one of the important aspects of national security.” She highlighted the guidelines’ role in helping organizations align Gen AI use with the Personal Data (Privacy) Ordinance (PDPO).
Support and resources for implementation
To aid in the adoption of these guidelines, the PCPD recommends enhancing transparency, providing employee training, and establishing a support team and feedback mechanism.
“With the latest Budget proposing to develop AI fully, I believe that more and more organisations will integrate AI into their operational processes,” remarked William Wong Kam-fai, a member of the PCPD’s standing committee.
“The issuance of the Guidelines by the PCPD can help organisations and their employees use generative AI safely and protect personal data privacy, thereby fostering the safe application of AI across different sectors and accelerating the development of new quality productive forces.”
The PCPD also launched the “AI Security Hotline” and announced initiatives such as data security training for SMEs and in-house seminars to further support organizations in implementing these guidelines effectively.
