CEBU CITY, PHILIPPINES — Two of Cebu’s largest business process outsourcing (BPO) firms, Cloudstaff and Staff Outsourcing, have emerged as models of corporate responsibility after successfully executing robust disaster preparedness and employee protection measures in the wake of the 6.9-magnitude earthquake that hit Cebu on September 30. 

In a press release from Cloudstaff and a statement shared by Staff Outsourcing with Outsource Accelerator, both firms highlighted their swift, transparent, and people-first responses, underscoring the importance of proactive crisis management in protecting workers and keeping operations running in one of the Philippines’ key outsourcing hubs..

Swift, human-centered response to crisis

Within minutes of the tremor, Cloudstaff activated its business continuity plan and shifted into “Alert Mode.” The company’s command center coordinated real-time updates and ensured all staff were safely evacuated. 

“Our immediate priority was ensuring our team could get home safely to check on their families,” said Lloyd Ernst, CEO of Cloudstaff. “We’re grateful that our preparedness measures and the professionalism of our team allowed us to respond quickly and effectively.”

Emergency drills held a month before the earthquake enabled employees to leave the building in less than 5 minutes. Cloudstaff also used its CS Tap app, a patented technology, to allow employees to report their situations and request assistance in the event of aftershocks.

After that, a structural inspection was conducted, and only when the official clearance was given were the employees allowed back; those who were not ready yet could work from home.

In the same way, Staff Outsourcing Solutions implemented its disaster response and business continuity plan, stating that its employees suffered no injuries. 

“Our building withstood the 6.9-magnitude earthquake with no structural damage,” the company said, confirming that safety officers and wardens led an orderly evacuation through two emergency exits before all personnel were accounted for.

Empathy and accountability in action

Rather than pushing for immediate work resumption, Staff Outsourcing emphasized compassion and reassurance. “We made it very clear that no one would be penalized or marked AWOL for staying home after the quake,” the company said. 

Moreover, the firm provided affected workers with free meals, on-site therapy, and financial assistance. The least secure staff, such as pregnant women and sick people, were the ones special safety marshals were looking after.

Both firms maintained constant communication with global clients, providing detailed situation reports and emphasizing that human safety outweighed performance metrics. This transparency earned praise from international partners who lauded the firms’ structured, empathetic handling of the crisis.

A defining moment for the outsourcing industry

The earthquake in Cebu has turned out to be a significant event, reflecting how the outsourcing industry has handled workers’ safety and corporate morality. The firm, Cloudstaff, along with Staff Outsourcing Solutions, took a very human-first approach, and their after-action showed how BPO companies could combine operational toughness with real compassion.

Amid criticism that some Cebu BPO firms failed to adequately safeguard or support their employees after the quake, the industry’s response underscored the growing need for accountability and compassion.
