MELBOURNE, AUSTRALIA — The Victorian Government has launched a groundbreaking pilot for a virtual specialist hospital aimed at transforming access to healthcare and reducing pressure on emergency departments.

According to a report from Healthcare IT News, the initiative will initially provide remote care for heart failure and post-cardiac patients—two of the state’s most resource-intensive medical areas.

Digital care expansion to relieve hospital strain

Led by The Royal Melbourne Hospital (RMH) and Austin Health, the program will begin in December, providing specialist care through virtual wards for more than 250 patients. The project is funded with A$3 million (US$1.97 million) from the 2025–2026 state budget.

“This pilot is going to make it easier for patients to get the care they need, and expanding the digital coordination center at RMH is going to get our paramedics back on the road faster,” said Victorian Minister for Health Mary-Anne Thomas.

Beyond cardiac support, the virtual hospital will include virtual fetal monitoring, enabling local health providers to transmit ultrasound scans to The Royal Women’s Hospital for near-real-time specialist consultations. This will improve access to prenatal care for expectant mothers in regional and rural Victoria.

The RMH Digital Coordination Center will oversee ambulance demand, hospital capacity, and patient flow, helping address ongoing challenges with emergency department congestion and ambulance ramping.

The move comes amid increasing concern over extended emergency department wait times. 

According to the Australian Institute of Health and Welfare, patients waited an average of nearly two hours to see a doctor in 2023–2024, while Ambulance Victoria reported that some paramedics experienced delays of up to 10 hours due to limited bed availability.

Workforce training supports Victoria’s digital health shift

The pilot program also sets the foundation for broader digital and clinical outsourcing partnerships as Victoria expands its virtual health infrastructure. Experts in health IT systems, remote monitoring, and data management are expected to play key roles in supporting care delivery beyond hospital walls.

The government’s Skills Solutions Partnerships initiative, involving Grampians Health and more than 360 healthcare staff, aims to ensure the workforce is equipped for this transition. 

Training modules will include courses in AI, data analytics, and emerging health technologies, ensuring both clinical and outsourced teams can deliver safe, high-quality virtual care.

The virtual specialist hospital builds upon the success of the Victorian Virtual Emergency Department (VVED), which received A$437 million (US$286.5 million) this year to become permanent and double its capacity. 

If it works well, the pilot could change how specialist services and digital health platforms work together to provide fair, technology-driven healthcare throughout Victoria, helping patients no matter where they are.
