CAIRO, EGYPT — Egypt’s outsourcing industry is booming, with service exports jumping 157% to US$5.14 billion by the end of 2025, and the government aiming to more than double that figure to US$12 billion by 2029.

According to a report from Ahram Online, the surge comes amid a nationwide push to expand digital services, create jobs, and position the country as a regional technology hub.

Job creation and investment in Egypt’s IT outsourcing

The rapid increase in outsourcing activities has led to more job opportunities, as employment in this field has grown by 101.1% to 181,000 positions, up from 90,000 in 2021.

The Egyptian Ministry of Communications and Information Technology has established a goal to create 630,000 new jobs by 2029, which is more than three times their previous prediction of 220,000 industry employment.

“As part of this plan, agreements signed in November 2025 with 55 local and international firms are expected to create 75,000 jobs over the next three years,” the report said

Prior agreements with 29 companies to expand existing centers are projected to generate an additional 34,000 jobs.

The outsourcing industry now serves as a primary source of foreign currency while driving digital export growth for Egypt. The government plans to increase industrial exports through its US$9 billion export target that will receive support from investments dedicated to workforce development and specialized training.

Digital transformation and tech manufacturing in Egypt

The government is leveraging the outsourcing boom to strengthen Egypt’s wider technology ecosystem. Priorities discussed at a meeting between Prime Minister Mostafa Madbouly and Communications Minister Raafat Hindi include expanding 5G and telecommunications infrastructure, developing fiber optic networks, and increasing the digitization of government services.

In the electronics and mobile manufacturing sector, Egypt plans to grow the number of electronics design firms to 120 by 2030, providing 15,000 jobs.

Digital exports from mobile phone manufacturing are projected to reach US$1 billion by 2030, up from US$560 million in 2025, with local production rising to 10 million units in 2025, covering about 81% of domestic demand.

Hindi also confirmed ongoing work to offer 220 digital services through the Egypt Digital platform, with 38 services under development and 54 in the process of digitization.

Strategic outlook for Egypt’s outsourcing industry

Egypt’s outsourcing industry demonstrates how developing nations can use technological advancements to achieve economic development. The nation develops its export capacity through infrastructure investment, workforce development, and digital governance implementation

As the ministry noted, these efforts are part of Egypt’s Digital Transformation Strategy and the second National AI Strategy for 2025–2030, aiming to position Egypt as a regional AI hub while supporting social and economic development.
