Agentic AI, not headcount, now drives CX

MASSACHUSETTS, UNITED STATES — Customer experience (CX) outsourcing has entered what HFS Research terms its Services-as-Software era, in which agentic artificial intelligence (AI) software drives outcomes in place of headcount, as 14 providers are now ranked on autonomous delivery performance rather than labor scale.

Agentic software replaces headcount as CX performance metric

Melissa Fersht, executive research leader at HFS Research, said “CX has entered its Services-as-Software™ era, the HFS Research model in which agentic software, rather than headcount, delivers customer experience outcomes,” repositioning CX outsourcing from a labor arbitrage play to an AI-capability contest.

The HFS Horizons: Customer Experience Services 2026 report, drawing on 33 service provider briefings, 40 enterprise buyers, and 605 survey respondents, found 74% of enterprise clients rank generative AI (GenAI) and agentic AI among their top three technology investments, with nearly 50% placing them first for budget share.

Enterprise clients report 67% saw cost-to-serve and productivity improvements from AI-driven CX delivery.

The FTE-arbitrage model defining CX outsourcing for two decades is being formally superseded, with HFS now measuring providers on autonomous outcome performance.

Outcome models show 76% appetite, 5% adoption

The report stated that “Horizon 3 leaders separate themselves by what they prove rather than what they pitch.”

76% of enterprise clients are open to outcome-based or gainshare commercial models, but only 5% have adopted them, a 15-fold gap indicating the commercial transition to agentic CX is further ahead in client intention than in provider delivery.

79% of enterprise clients report confidence in AI owning key CX outcomes, against 90% of service providers confident in autonomous delivery, narrowing the commercial case for headcount-based contracts.

The 14 Horizon 3 Leaders identified by HFS, including Accenture, Capgemini, Cognizant, Genpact, IBM, Infosys, Tata Consultancy Services, and Tech Mahindra, are each assessed on AI-driven outcome delivery rather than labor scale.

With 79% of enterprise clients confident in AI owning CX outcomes, demand has shifted from workforce volume to proprietary AI operating models and provable performance.

The transition HFS documents map onto the structural opportunity for offshore contact center operators in the Philippines that run agentic AI delivery on existing infrastructure, with a cost-to-deploy advantage unavailable to greenfield providers.

Business process outsourcing (BPO) operators moving to outcome-based CX commercial models early are positioned to capture the 76% of enterprise clients who want gainshare pricing but cannot find providers offering it.
