Moldova keeps its IT park tax regime for BPO
CHISINAU, MOLDOVA — Moldova will keep its 7% flat-rate tax regime for business process outsourcing (BPO) companies, with Prime Minister Vasile Tofan confirming after a meeting with sector representatives that the government would incorporate BPO operators into the existing Moldova IT Park framework rather than create a separate regulated structure at a higher rate.
According to a report from Logos Press, Moldova’s government decided against a proposed draft law that would have established a specialized BPO services park with a 10% flat rate, instead extending Moldova IT Park registration to the sector.
Tofan meets BPO operators to confirm 7% rate and 2035 stability window
The Moldova IT Park, known as MITP, operates under a 7% flat rate on operating revenue. The regime is guaranteed to remain unchanged until 2035 and currently has 2,665 registered residents, including 343 foreign companies from 44 countries.
IT Park residents generated 15.2 billion Moldovan lei (approximately €770 million) in sales in 2024, a 21% increase year on year, with 88% of services exported.
BPO companies joining the IT Park framework, rather than operating under a separate legislative track, will access the same 7% rate and 2035 guarantee that other IT residents hold.
“Tax predictability is important for companies that invest and operate in Moldova,” said Vasile Tofan, Prime Minister of Moldova.
EU accession introduces an exit-strategy timeline for the IT Park regime
Moldova’s application for EU membership introduces a longer-term constraint on the IT Park regime, as EU state aid rules require harmonization of special economic zone incentives with European norms.
The government has committed to proportionate enforcement and continuous dialogue with the BPO sector as it works through the regulatory gap between rapid sector growth and existing legislation.
The BPO sector currently employs approximately 6,000 people in Moldova and the government meeting covered AI development potential and digital competitiveness alongside the tax regime question.
The 2035 guarantee gives companies a defined planning window, but Moldova’s Economy Ministry has acknowledged that an exit strategy for the special regime will need to be developed ahead of EU accession.
“We have to recognize: at some point we have to think about an exit strategy,” said Eugen Osmokescu, Minister of Economic Development and Digitalization.
For international outsourcing operators evaluating Eastern Europe as a delivery base, Moldova’s decision to include BPO under the IT Park removes the uncertainty a separate legislative track would have introduced.
The 7% rate is among the lowest in the region for IT services companies, and the 2035 guarantee provides the planning horizon that incoming operators typically require before committing to infrastructure and staffing.
EU accession introduces a caveat operators should factor into longer-term scenario planning, particularly for contracts extending beyond Moldova’s expected accession window, but the immediate policy signal is stability rather than disruption.
For companies evaluating BPO delivery options in Eastern Europe, Moldova’s combined incentive and 6,000-strong sector workforce represent a market worth monitoring as the IT Park continues to scale toward its projected €1 billion turnover milestone.
