U.S. retail hiring sends mixed signals: Indeed Hiring Lab

TEXAS, UNITED STATES — United States retail wage growth hit a recent high of 3.2% in July 2026 even as retail job postings fell 4.5% year-over-year and the sector’s hiring rate remained below pre-pandemic levels, as consumer confidence dropped to 89.4 in August 2026.

Retail wage growth outpaces market as postings fall 4.5%

Daniel Culbertson, senior economist at the Indeed Hiring Lab, wrote “Retail wage growth climbed to a recent high of 3.2% in July, even as job postings and hiring across the sector remain below pre-pandemic levels,” as an Indeed Hiring Lab analysis found overall United States job postings fell 3% year-to-date against retail’s steeper 4.5% decline.

The Personal Consumption Expenditures (PCE) price index rose 3.7% year-over-year against the Federal Reserve’s 2% target, meaning retail workers’ 3.2% wage growth did not keep pace with inflation despite being the sector’s highest rate in recent months.

Retail wage growth outpacing the overall market while job postings decline faster than average is the defining contradiction of the U.S. retail labor market entering Q4 2026.

Employee confidence hits record low as retail hiring stagnates

Culbertson wrote “The retail labor market remains static, defined by declining job postings, limited hiring, and little movement among workers.”

The Glassdoor Employee Confidence Index fell to a record low of 43.5% in July 2026, with retail trade employee confidence falling below 35%, as Census Bureau data showed retail sales fell 0.6% month-over-month in July.

Retail hiring rates reached 4.2% in July 2026, up from 3.5% in December 2025, but food preparation and service job postings fell 9% year-over-year as overall retail employment grew just 0.1% across the sector.

The static United States retail labor market connects directly to the sourcing case for offshore outsourcing and business process outsourcing (BPO) capacity, where leading BPO operators deliver retail support, customer service, and back-office functions outside the domestic hiring freeze the Indeed data captures.

When retail job postings fall 4.5% and employee confidence hits a record low, the domestic retail labor market is not generating the hiring momentum that would reduce BPO outsourcing demand.

Culbertson’s data confirms a United States retail sector where wage growth and hiring rates are diverging from job posting trends, creating an unstable baseline for Q4 2026 workforce planning.

For enterprise buyers managing retail support functions, a static domestic labor market with record-low employee confidence supports the case for offshore staffing. BPO operators delivering retail customer service and operations support offshore are positioned to absorb the workforce gap a stagnant domestic hiring environment creates.
