Belize launches first digital services policy to transform BPO industry

BELMOPAN, BELIZE — Belize officially launched its first Global Digital Services Investment Policy and Strategy, marking a significant milestone in the evolution of its Business process outsourcing (BPO) sector.
Spearheaded by the Office of the Prime Minister and the Ministry of Investment, this initiative is funded by the Inter-American Development Bank (IDB). It aims to position Belize as a global leader in high-value digital services.
The policy focuses on transitioning the BPO industry into a competitive global digital services sector by leveraging advancements in artificial intelligence (AI) and tapping into the burgeoning Orange Economy. This includes areas such as animation, software development, digital art, gaming, and social media entertainment—industries with immense growth potential in the global market.
Strategic goals for long-term growth
The consultancy project will assess Belize’s current BPO landscape and identify policies, legislation, and programs to create an enabling environment for higher-tier services.
Lincoln Blake, Director of the Investment Policy and Compliance Unit, highlighted that the BPO sector currently employs approximately 20,000 Belizeans and contributes nearly $150 million annually in wages. The new strategy aims to elevate this contribution by moving beyond traditional call center operations to specialized digital services.
Blake emphasized the importance of preparing for future global demand: “This policy will focus on the Orange Economy because there are several areas that Belize can capitalize on with the right preparation.”
International expertise driving innovation
The project includes collaboration with Congenia CYL, SL, a Spanish consultancy firm, whose team of local and international experts will work closely with Belizean stakeholders.
The initial meeting saw participation from key government officials, including CEO Narda Garcia from the Office of the Prime Minister, alongside representatives from the Ministry of Investment and Economic Development.
The IDB-funded initiative is valued at just under US$100,000 and is expected to deliver a comprehensive strategy that aligns Belize’s BPO sector with global trends while fostering innovation and sustainability.

The government’s focus on the Orange Economy underscores its commitment to diversifying Belize’s economic portfolio. By investing in creative and tech-driven industries, Belize aims to attract foreign direct investment and create high-value job opportunities for its workforce.
