BPO firms pressed to standardize, scale social impact: OIR 2025

MANILA, PHILIPPINES — The Outsourcing Impact Review (OIR) 2025 by Outsource Accelerator has distilled key recommendations and best practices from an analysis of industry finalists, providing a strategic roadmap for firms to enhance their social value.
The report advocates for standardized measurement, deepened transparency, and the strategic integration of community and sustainability goals into core operations.
Standardize impact metrics, normalize transparency
A primary recommendation from OIR 2025 is for the industry to develop and adopt unified frameworks for impact measurement, moving beyond basic output tracking to capture long-term outcomes.
“Encourage the use of independent third-party validation for critical metrics such as beneficiaries reached, community outcomes, and project sustainability,” the report urged.
This addresses a current gap, as the review found no universal measurement standards and varying levels of sophistication among participants, particularly smaller firms.
Concurrently, the OIR calls for an industry-wide culture of balanced disclosure, normalizing the reporting of both positive outcomes and negative impacts.
This suggestion is in response to survey results: a majority of companies were unwilling to disclose the negative impact, with only 23% willing to do so. Promoting such transparency is seen as a tool to achieve sector credibility, continuous learning, and long-term reputational risk management.
Scale community-led programs and holistic well-being
The data advocates for scaling “initiatives developed in deep collaboration with local communities, prioritizing decision-making and shared grassroots ownership.”
This is evident in the fact that the highest number of entries was registered under the Community Building category, at 46.2%, which is quite high compared to 21.1% in 2024.
The report suggests that agile models should take priority among small and medium enterprises (SMEs), which accounted for 100% of the finalists and exhibited high-impact, localized embedded programming.
Additionally, the OIR suggests that a long-term, multi-year commitment to holistic well-being should replace a single campaign.
This can be seen in the gradual increase in Health and Wellness initiatives, which accounted for 11.5% of entries in 2023 and now account for 17.9% in 2025.
Best practice entails integrating “social programs with business strategy and employee engagement mechanisms for maximum resilience,” according to the report.
Use tech to scale CSR, deepen SDG alignment
One of the best practices described is the processual application of technology to enhance the extendability and scope of social programs, including AI, virtual volunteering, and online learning.
These tools should support all CSR initiatives, and the report suggests integrating them to improve efficiency and greater inclusion, as demonstrated by the best finalists.
“Systematize collaborative partnerships with NGOs, government, and industry peers to multiply expertise, resources, and social reach. These alliances demonstrated strong results in education and disaster response programs,” the report suggested.
Lastly, the OIR facilitates alignment of companies with the United Nations Sustainable Development Goals (SDGs) and the institutionalization of environmental stewardship in their day-to-day operations.
Although SDG 13 (Climate Action), SDG 4 (Quality Education), and SDG 8 (Decent Work) are already in the spotlight, it is recommended that the programs be periodically checked against the overall SDG framework.
It also entails the ability to take quantifiable actions to minimize carbon footprints and to encourage sustainable working practices, thus making the industry a contributor to the sustainable development of the world.
The blueprint for OIR 2025 asks the BPO industry to move its social impact strategy beyond peripheral corporate social responsibility to social integration, integrating standardized metrics, radical transparency, and embedded sustainability to support long-term legitimacy and competitive advantage directly, possibly redefining the sector’s license to operate.
“By systematically adopting these best practices and recommendations, the outsourcing sector can drive deeper, more transparent, and more inclusive social impact—solidifying its role as a leader in global sustainable development while also responding to stakeholder, community, and workforce expectations,” the report concludes.
