U.S. Congress pushes doctor pay, price transparency bills

WASHINGTON, UNITED STATES — A bipartisan push to reform physician pay and expand health care price transparency is advancing through the United States Congress, according to a report from Healthcare Dive.

Patients First Act targets physician reimbursement

Introduced July 17, 2026, the Patients First Act would tie physician Medicare reimbursement to inflation and create a pilot program paying primary care providers per-member, per-month fees alongside fee-for-service payments. Sponsors Reps.

Kim Schrier (D-WA), John Joyce (R-PA), and Greg Murphy (R-NC) represent a rare bipartisan agreement on structural physician payment reform.

The bill also directs the Centers for Medicare and Medicaid Services (cms.gov) to establish a physician task force for developing quality metrics and increase the budget neutrality threshold for physician pay updates.

“Because Medicare’s physician fee schedule influences payment rates across the health care system, these reforms have the potential to improve access to care for patients far beyond Medicare,” said Stephanie Quinn of the American Academy of Family Physicians (aafp.org).

Six in 10 U.S. adults say they worry about affording health care costs, and roughly half of voters rank healthcare expenses among their most important issues heading into the midterms.

Price transparency clears Ways and Means

The Health Care Price Certainty for All Americans Act advanced to the full House on a 25-15 party-line vote.

The bill requires hospitals, imaging providers, ambulatory surgical centers (ASCs), and labs to share pricing information with employers and patients, and mandates that insurers publish negotiated prices alongside in-network and out-of-network rates. Patients would also receive cost estimates before services.

“Americans don’t need more paperwork, they need healthcare that they can afford,” said Rep. Gwen Moore (D-WI), voicing Democratic opposition to the measure.

Two Medicare Advantage (MA) reform bills — one requiring electronic prior authorization systems and another mandating medical loss ratio (MLR) disclosure — both cleared the Ways and Means Committee 42-0 alongside the price transparency vote.

For healthcare outsourcing providers, the congressional activity touches several core operational workflows. Prior authorization processing, medical billing, and revenue cycle management (RCM) all face potential shifts as reimbursement structures, transparency requirements, and payer disclosure rules evolve.

A companion Welcome Back to the Health Care Workforce Act, targeting roughly 270,000 international health degree holders already in the country, adds a staffing supply dimension to the legislative package — one that intersects with the talent pipelines offshore staffing providers already manage.

Outsourcing teams supporting coding, claims adjudication, and prior authorization workflows will need to track these reforms as implementation requirements take shape.

Health systems that align their administrative operations with new compliance frameworks early will be better positioned when the rules take effect — with BPO providers serving U.S. health systems already adapting their workflows.
