CAIRO, EGYPT — Egypt and India reinforced existing bilateral agreements in artificial intelligence, cybersecurity, and information technology outsourcing at a September 20, 2026 ICT ministry meeting in Cairo, adding electronics manufacturing, fibre-optic expansion, and digital skills development to an expanded bilateral cooperation framework.
Egypt’s Information Technology Industry Development Agency positioned the country as an entry point for Indian technology companies seeking to expand into African and Middle Eastern markets, anchoring the bilateral ICT engagement in a shared commercial interest beyond the government-level MoU review.
Hendy and Reddy confirm 9 ICT cooperation areas for Egypt-India partnership
According to Tech Review Africa reporting on the Cairo meeting, Egypt’s Ministry of Communications and Information Technology reaffirmed existing memoranda of understanding covering business process outsourcing (BPO), cybersecurity, and digital capacity building.
Both governments expanded the framework to include artificial intelligence (AI) cooperation, research and development, skills development for ICT professionals, and responsible technology use.
Egypt’s ICT Minister Raafat Hendy and India’s Ambassador Suresh K. Reddy attended the Cairo talks alongside senior officials from Egypt’s National Telecom Regulatory Authority and the Information Technology Industry Development Agency.
Hendy said Egypt-India cooperation in the ICT sector continues to expand and stressed the importance of building on the existing partnership, particularly in digital capacity development and skills building.
Electronics manufacturing and fibre-optic infrastructure join bilateral agenda
The bilateral meeting noted India’s standing as the world’s second-largest producer of mobile phones, with that scale positioned as a basis for the electronics manufacturing cooperation dimension of the bilateral framework.
Both countries agreed to advance fibre-optic network development and entrepreneurship and small and medium enterprise support programs, with Egyptian companies invited to participate in India Mobile Congress scheduled for October 2026.
Knowledge transfer programs linking ICT professionals across both countries were confirmed as part of the framework, targeting digital capacity building and skills development as the primary delivery mechanisms.
Egypt’s formalizing of bilateral ICT agreements with India reflects a broader pattern in which outsourcing-oriented economies in Africa and the Middle East are securing government-to-government partnerships with India’s technology sector to access training pipelines, manufacturing capacity, and software development expertise.
