Egypt eyes $6Bn in outsourcing exports for 2026

CAIRO, EGYPT — Egypt reached $5.2 billion in outsourcing services exports in 2025, surpassing its $4.8 billion sub-target for the year by $400 million, and the government is maintaining its $6 billion target for 2026 as the country’s information technology sector posted 20.3% growth.

The outsourcing sector now includes more than 270 delivery centers operated by over 240 companies, supporting 181,000 direct jobs, according to data from Egypt’s Cabinet Information and Decision Support Center and the Ministry of Communications and Information Technology (MCIT).

Egypt’s outsourcing sector surpasses 2025 target on 20.3% IT sector growth

The $5.2 billion in 2025 exports exceeded the MCIT’s prior sub-target by $400 million and builds toward an $8 billion projection for 2028.

The government has signed 55 memoranda of understanding with local and international companies to support sector expansion, and continues investing in technology park infrastructure to accommodate additional outsourcing operators.

Egypt’s services sector contributed 48.9% of national GDP in 2024, with outsourcing exports representing a growing share of the country’s foreign exchange earnings from the technology and business process outsourcing (BPO) services base.

Egypt’s Ministry of Communications and Information Technology said the $5.2 billion result demonstrated the sector’s capacity to exceed annual milestones, with the 2026 target of $6 billion remaining achievable given the trajectory.

Offshore CX Confidence Index ranks Egypt 7th globally among BPO delivery locations

Egypt ranked 7th globally in the Offshore CX Confidence Index 2025, with an overall score of 90.2% on security and safety, 86.9% on infrastructure, 84.2% on commercial real estate, 84.1% on labor market availability, and 81.5% on business environment.

A cooperation protocol signed between MCIT and the Ministry of Investment targets growth in electronics design and semiconductor services alongside the existing BPO and IT services base.

MCIT also announced plans for a national data center strategy to support cloud computing and AI services investment, which the ministry has described as a component of broader digital infrastructure development alongside the outsourcing export program.

Egypt’s 80.9% overall Offshore CX Confidence Index score places it seventh in a global ranking led by India at 93.9%, indicating a strong mid-tier position that buyers evaluating lower-cost alternatives to South and Southeast Asia are beginning to consider.

For companies evaluating outsourcing delivery locations in North Africa and the Middle East, Egypt’s combination of a 7th-place global confidence ranking and a $5.2 billion active export base gives it a commercial track record that smaller regional competitors cannot match.

The country’s IT sector growth rate and the government’s infrastructure investment signal suggest continued expansion capacity into 2028.

For buyers specifically looking at customer experience delivery, the security and infrastructure sub-scores in the confidence index address the two risk factors that most enterprise procurement teams assess before committing to a new delivery market.
