CAIRO, EGYPT — Egypt’s Ministry of Planning, Economic Development, and International Cooperation, Rania-Al Mashat, has announced a EGP 13 billion (US$ 255.6 billion) investment in its ICT sector for the 2025/2026 fiscal year, with EGP 9 billion (US$176.9 billion) coming from the state budget.

The move aims to accelerate digital transformation, expand digital government services, and position Egypt as a regional tech hub through infrastructure upgrades and workforce training.

Major ICT infrastructure development planned

The investment will fund critical infrastructure projects, including a secure government network and expansion to 40,000 mobile towers nationwide.

The system enhancements work to achieve the national target of digital service usage at 31% by citizens through “Digital Egypt” services, including healthcare, passports, and land registration.

The government views ICT as a vital instrument for economic growth because it shows annual expansion of 15%.

The plan also targets 8.5 billion in digital exports, including 6 billion from outsourcing services, to strengthen Egypt’s position in global tech markets.

Workforce development and innovation expansion

The Egyptian government intends to train 600,000 workers in ICT expertise while building innovation centers in 60 percent of its governorates.

The workforce development strategy enhances the automated administration of social welfare programs and agricultural registry management for better efficiency.

The dual focus on infrastructure and human capital aims to create sustainable growth in the digital economy.

By combining technical upgrades with skills training, Egypt seeks to build long-term competitiveness in Africa‘s rapidly evolving tech landscape.
