94% of Indian firms say payroll data now drives hiring decisions

KARNATAKA, INDIA — India’s payroll function has crossed a strategic threshold, with a new ADP report finding that nearly all large organizations now rely on payroll data to inform hiring, retention, and cost decisions — not just to process salaries, CXO Today reports.

Payroll has become the starting point for workforce planning

“Payroll is no longer a function that organisations consider after decisions are made,” said Rahul Goyal, managing director of ADP India & Southeast Asia.

“It has become a starting point for planning, enabling more informed and timely decisions while ensuring the accuracy and compliance that employees rely on,” Goyal added.

ADP’s 2026 India payroll report found six in ten organizations already apply payroll data to budget simulations.

Over 94% of organizations surveyed report that payroll data now plays a meaningful role in decisions on hiring, retention, and cost management — a finding that positions payroll as a core strategic input alongside finance and HR analytics.

AI is transforming payroll, but compliance pressure is rising in parallel

“The future of payroll lies in combining reliable execution with insight, governance and technology,” said Goyal. “Organisations that achieve this balance will be better positioned to support workforce confidence, compliance and long-term growth.”

Nearly 45% of organizations identify managing payroll compliance across regions as a key challenge, driven by fragmented systems, manual data inputs, and India’s evolving Code on Wages.

More than 96% of respondents report some level of adoption or plans to implement predictive analytics across payroll and HR functions.

One in two organizations plans to introduce AI-powered payroll systems within the next 12 months, with an emphasis on responsible use, strong data governance, and continued human oversight.

Over half of organizations surveyed also plan to prioritize financial wellness initiatives — including flexible pay options, earned wage access, and educational programs — as employees demand a more supportive pay experience.

Pay transparency has emerged as the next strategic frontier: approximately half of all organizations identify it as a priority, driven by employee expectations for clarity on salary ranges, performance linkages, and market data.

For BPO providers specializing in payroll and HR outsourcing, the ADP findings confirm that Indian demand for managed payroll services is expanding beyond accuracy toward AI-enabled analytics, compliance navigation, and financial wellness infrastructure.

Organizations upgrading payroll from an administrative function to a strategic data source represent a growing market for outsourced providers. Those that combine automation, regulatory expertise, and employee experience tools are best positioned to capture the resulting spend.
