Jamaica eyes jail time for BPO staff who sell leads to scammers

KINGSTON, JAMAICA — Jamaica wants to put people who sell customer data to lottery scammers behind bars, and its justice minister says some of that data is leaking from inside the country’s business process outsourcing (BPO) industry. The government is weighing custodial sentences because fines alone may not deter people with access to large sums of scam money, Justice Minister Delroy Chuck said.
Leads leaking from BPO floors
Chuck raised the problem of “lead sheets,” lists of customer information sold to scammers, at a ministry forum in St Ann on Sept. 25, The Gleaner reported.
“We have a problem now in the business process outsourcing (BPO) industry where they put [together] leads and sell it to the scammers,” he said.
Scammers use those lists to target vulnerable people overseas and swindle them out of tens of millions of dollars, he said.
That is why the government wants jail time, not just fines, for anyone caught with leads and for the BPO insiders who supply them.
“The Government is looking, that persons found with leads and those in the BPO who are giving it, they must serve time,” Chuck said.
Protecting a jobs engine
Chuck framed the crackdown as a way to protect the industry rather than punish it, saying the government is committed to safeguarding BPO jobs that support thousands of Jamaicans. He also tied scam money to wider violence on the island, from illegal firearms to gang rivalries.
“The repercussions when they get the money, they buy more guns, they buy high-end vehicles, and they fight one another and kill one another over the illicit gain,” he said.
He did not say when stronger penalties might be introduced or what sentences are being considered.
