Philippine province sees ICT workforce surge to 15,000 in 2024

NEGROS ORIENTAL, PHILIPPINES — The information and communications technology (ICT) industry in Negros Oriental, Philippines, has seen substantial growth over the past decade.
The sector expanded from a single company with 45 employees in 2004 to over 30 companies employing more than 15,000 workers by 2024. This growth underscores the region’s increasing prominence in the ICT industry.
Factors contributing to ICT expansion
Suzanne Lu-Bascara, president of the ICT Association of Dumaguete and Negros Oriental, credits this expansion to several key factors.
Dumaguete City, known for its educational institutions, provides a steady stream of graduates ready to enter the workforce. The city’s affordable lifestyle compared to larger urban centers makes it an attractive destination for both fresh graduates and experienced professionals seeking opportunities in business process outsourcing (BPO) and other ICT-related fields.
“The ICT industry in Negros Oriental continues to grow with bigger potential to compete with huge urban areas that are leaders in the ICT sector,” Bascara stated.
The region’s peaceful environment and cost-effective living conditions have also attracted employees from other areas, further boosting the local workforce.
Economic impact of ICT growth
The increase in ICT employment has significantly impacted the local economy. The demand for housing has risen, with boarding houses becoming highly sought after due to the influx of workers.
Additionally, technological advancements have facilitated remote work opportunities, allowing companies from other regions, such as Mindanao, to employ workers based in Dumaguete.
Future prospects and regional development
The Department of Information and Communications Technology (DICT) is actively focusing on talent development across regions.
During the recent Regional ICT Summit and Exhibitions (RISE 7.2) Central Visayas held in Dumaguete City, DICT Undersecretary Jocelyn Batapa-Sigue emphasized the agency’s commitment to providing equal or better opportunities for individuals seeking employment in the ICT sector. She highlighted Dumaguete City’s potential as a “strong contender” in becoming a “next wave city” for ICT development, joining established hubs like Metro Manila and Cebu City.
As Negros Oriental continues to develop its ICT industry, it positions itself as a competitive player on both national and international stages. With ongoing support from government initiatives and an increasing pool of talent, the province is poised for continued success in the evolving digital landscape.
