LAGOS, NIGERIA — The Enugu State in Nigeria is setting a new benchmark for local digital economic development, training over 5,000 young Nigerians in high-demand technology skills as part of a coordinated effort to transform policy into jobs and growth. 

According to a report from TVC News, by linking national initiatives to state-level strategies, Enugu is positioning itself as a hub for digital talent and outsourcing opportunities in Nigeria.

Enugu State executes Nigeria’s 3MTT tech training program

The initiative centers on the Federal Government’s 3 Million Technical Talent (3MTT) Programme, a flagship policy aimed at building Nigeria’s digital workforce and boosting the country’s global competitiveness. 

Rather than treating the program as a standalone training initiative, Enugu has strategically aligned it with its broader economic development strategy and has collaborated closely with the Federal Ministry of Communications, Innovation and Digital Economy (FMCIDE).

Implementation is coordinated locally through the Enugu SME Center, also known as the Enugu MSME & Startup Agency, via the Enugu Tech Talent Capacity Development Programme. 

In the pilot phase, participants are gaining skills in software development, data analytics, cybersecurity, artificial intelligence, and other emerging technologies, equipping them with competencies that can support both local and international markets.

Governor Peter Ndubuisi Mbah emphasized the policy’s broader purpose, framing skills development not as an end in itself but as “a means to economic transformation.”

Enugu Talent City: Building BPO and KPO employment hubs

A key feature of Enugu’s model is the Enugu Talent City initiative, designed to create employment through business process outsourcing (BPO) and knowledge process outsourcing (KPO) hubs. 

Graduates of the digital programs are expected to form the core workforce for these hubs, ensuring a continuous supply of skilled workers aligned with private-sector demand.

“By integrating talent development with enterprise growth and export-oriented services, the state aims to reduce unemployment, attract investment and generate sustainable economic activity,” according to the report.

This integration of training, infrastructure, and industry partnerships reflects a deliberate approach to building a scalable, inclusive digital economy.

Enugu’s digital workforce powers Nigeria’s outsourcing growth

Enugu’s technique provides a model for utilizing digital skills in the outsourcing industry. The state might attract both local and overseas companies seeking high-quality, cost-effective digital services through the existing pipeline of trained professionals to handle BPO and KPO operations.

The combination of technological talent and enterprise needs is creating a model in which technology-driven skills drive job creation, investment, and competitiveness, thereby putting Enugu in the limelight as a major player in Nigeria’s outsourcing market.
