BHUBANESWAR, INDIA — Odisha secured five memorandums of understanding during Chief Minister Mohan Charan Majhi’s Dubai investment outreach, with information technology and IT-enabled services leading the sector breakdown and the state’s full three-day UAE programme generating ₹2,43,162 crore (approximately $25 billion) in proposed investment spanning energy, logistics, rare earths, and manufacturing.

The five Dubai-stage agreements represent ₹5,600 crore (approximately $665 million) in investment potential and employment prospects for 11,500 positions, separate from eight investment intent forms that added a further ₹2,817 crore and 2,810 employment opportunities.

IT and ITeS MoUs lead Odisha’s Dubai sector haul

According to a report from The Statesman, the Odisha government signed five memorandums of understanding in Dubai covering information technology (IT) and IT-enabled services alongside real estate, logistics, and food processing, with technology-sector commitments positioned at the front of the state’s Gulf investor pitch.

Chief Minister Majhi’s UAE outreach spanned Abu Dhabi and Dubai over three days in September 2026, targeting investment from Gulf-based firms across energy, manufacturing, and technology as part of a structured investor roadshow ahead of an anticipated Odisha investment summit.

The Dubai stage of the outreach generated distinct MoU commitments separate from the Abu Dhabi phase, with the technology sector’s representation in the Dubai agreements reflecting Odisha’s effort to attract Gulf-based IT and business process outsourcing (BPO) capital to complement its traditional manufacturing and energy investment base.

Odisha’s government said the Dubai engagement reinforced the state’s positioning as an investment destination capable of attracting Gulf-based capital across traditional industry and emerging technology sectors.

The three-day UAE investment programme concluded September 11, 2026, generating proposed investments of ₹2,43,162 crore with combined employment potential of 6,18,725 direct and indirect positions across all sectors and locations.

The state’s investment promotion pitch linked technology sector commitments to its infrastructure pipeline, including connectivity projects designed to support offshore outsourcing delivery operations and IT park development.

The Dubai MoUs covered sectors spanning IT, ITeS, real estate, logistics, food processing, agro processing, steel and steel downstream, rare earths, chemicals, aluminium, and circular economy operations, reflecting the breadth of Odisha’s investor outreach strategy.

Odisha’s government said the combination of technology-sector MoUs and investment intent forms from Dubai establishes a bilateral commercial relationship with Gulf investors that the state expects to advance in the lead-up to a future investor summit.
