Persol invests in Tokyo-based contract cloud firm Hubble

TOKYO, JAPAN — Persol Holdings Co., Ltd., a major human resource services provider, has announced an investment in Tokyo-based Hubble Inc. for an undisclosed amount.
Participating in Hubble’s Series B funding through its venture capital arm, Persol Venture Partners, the deal marks another step in Persol’s broader effort to accelerate digital transformation in legal and contract management.
Hubble, founded in 2016, offers a cloud-based contract operations and management service designed to enhance collaboration between legal and business teams within organizations.
“The contract work and management cloud service provided by Hubble is not a tool for the legal department to manage contracts alone, but a product that emphasizes perspectives such as contract collaboration and data utilization,” Persol stated in its announcement.
Hubble’s platform enables organizations to handle end-to-end contract processes, from drafting and reviewing to signing and post-signature management, on a centralized system. Its features include AI-powered contract ledger automation, API integration with external tools, customizable permissions, and robust searchability.
More than 500 companies, primarily large enterprises, currently utilize the service, which maintains a 99% retention rate.
Driving contract digital transformation with AI
Persol highlighted that, even as electronic contracts become more widespread, “contract work and the management of contract data are still areas where much work remains on paper.”
By investing in Hubble, Persol aims to address industry inefficiencies and foster the next wave of business process outsourcing (BPO) and human resource support, especially as legal tech increasingly leverages generative AI.
“In the process of promoting contract DX [digital transformation] across the organization, we believe that new BPO and human resource needs will arise while incorporating technological innovations such as generative AI,” Persol noted.
Hubble plans to utilize its new capital to enhance its generative AI features, expand its enterprise client network, and further improve the user experience.

Established in 1973, Persol Holdings operates through a global network in Japan and across the Asia-Pacific region, providing a broad suite of staffing, recruitment, outsourcing, and HR technology services.
Signature brands include Tempstaff (temporary staffing), doda (job-change service), Miidas (assessment recruiting platform), and Sharefull (part-time job app).
Persol recorded consolidated revenues of ¥1,451.2 billion (about US$9.2 billion) for the fiscal year ending March 2025 and employs over 32,000 people worldwide.
