Philippines tightens license renewal for offshore gaming operators

MANILA, PHILIPPINES — The Philippine Offshore Gaming Operators (POGOs) and other service providers in the gaming industry have until September 17, 2023, to renew their licenses.
According to the Philippine Amusement and Gaming Corporation (PAGCOR), this move intends to eliminate operators linked to illicit activities.
PAGCOR Assistant VP for Offshore Gaming Licensing Atty. Jessa Fernandez stated at a Senate hearing that every service provider taking bets needs a renewed license. The initiative will also scrutinize company owners to hold them accountable for unlawful actions.
Operators found in unauthorized activities won’t qualify under the new guidelines. Those who miss the reapplication deadline or don’t secure a license will face termination.
Meanwhile, Senator Risa Hontiveros raised concerns about the Island Cove Resort’s POGO hub in Cavite, which is rumored for illegal activities.
Fernandez countered Hontiveros’ concerns, indicating no evidence to suggest it was a fraudulent hub from PAGCOR’s monitoring.
PAGCOR will provide the Senate with the latest 10 inspection reports of Island Cove. They’re also collaborating with other governmental agencies to address rogue POGOs and facilitate the sanctioned hubs’ establishment.
While some officials call for POGO bans due to societal concerns, others warn of significant governmental revenue losses.
POGOs are registered and licensed by PAGCOR to operate legally in the Philippines. They are the only casino industry classified under the country’s Business Processing Outsourcing (BPO) sector.
