Philippines seeks exemption from U.S. call center outsourcing bill

MANILA, PHILIPPINES — The Philippine government is stepping up diplomatic efforts to protect its multibillion-dollar outsourcing sector from proposed United States legislation that threatens to penalize companies operating call centers overseas, according to Philippine Ambassador to the United States Jose Manuel Romualdez.

Diplomatic push to protect BPO jobs from U.S. restrictions

In a report from Philstar.com, Romualdez said he is in close talks with American lawmakers to secure an exemption for the Philippines from the proposed “Keep Call Centers in America Act”—a bill that would restrict U.S. firms from outsourcing call center operations abroad.

Romualdez told Philstar.com that he is “working hard with our friends in the US Congress to exempt the Philippines,” noting that he is also urging American companies and business associations to lobby for less stringent restrictions on BPOs already established outside the United States.

The proposed legislation, introduced in July by Democratic Senator Ruben Gallego of Arizona and co-sponsored by Republican Senator Jim Justice of West Virginia, aims to discourage U.S. firms from offshoring customer service jobs. It would bar companies that move call center operations abroad from receiving federal grants or loans for five years, and impose monthly penalties on those that continue operating overseas.

The bill further requires customer service representatives to disclose their physical location during calls and give American consumers the option to speak with a U.S.-based agent, a move that could significantly affect the competitiveness of offshore operations.

Philippine outsourcing industry braces for economic impact

The Philippines, which is among the biggest outsourcing spots in the world, will be in serious economic trouble if the bill moves forward. The business process outsourcing (BPO) industry, which has a workforce of about 1.3 million Filipinos, still represents 10-15% of the global outsourcing market—hence, it has become a crucial part of the economy.

The U.S. companies have always chosen the Philippines for its English-speaking labor and low expenses. Experts in the industry caution that the planned American restrictions might have a negative impact on job growth and investment from abroad in the sector.

In response, the IT & Business Process Association of the Philippines (IBPAP) said in a report from Bilyonaryo News Channel, “We are closely reviewing the recently proposed Keep Call Centers in America Act of 2025 and its potential implications for our industry and stakeholders.” 

“While the bill is still in the early stages of the legislative process, we remain committed to keeping our stakeholders informed, providing timely guidance, and ensuring that the Philippine IT-BPM industry is well-positioned to adapt and thrive in a changing regulatory environment,” IBPAP further stated.

Future of U.S.-Philippines outsourcing ties hangs in balance

The bill continues to be under consideration by the committee, and no voting is planned yet, but its possible adoption indicates an increase in protectionist mood in U.S. policy. Experts note that the Philippines’ active diplomacy, along with the industry’s efficiency, will be crucial in reducing risks.

The strong talent pool and the global competitiveness of the outsourcing industry have made it a resilient sector that still sees the Philippines as a strategic partner for global service delivery in the future, despite changing international policies. The way the U.S. and the Philippines handle this will determine the future course of digital and economic collaboration between the two nations.
