Post Office Horizon replacement hits legal challenge

LONDON, UNITED KINGDOM — The United Kingdom’s Post Office faces a legal challenge to the US$213 million (£169 million) contract it awarded to OneView Commerce to replace the Horizon point-of-sale system, after losing bidder Escher filed a procurement challenge following a contract award delayed six times since June 2026.

The Post Office selected OneView Commerce as the winning bidder for the Horizon replacement contract after a procurement process stretched across the summer of 2026, with award dates pushed back from an original June 3 target to a final announcement on August 22.

Escher, which reached the final two alongside OneView Commerce, subsequently filed a legal challenge disputing the contract decision.

The Post Office had separately awarded Escher a £14.4 million (US$18 million) direct deal justified on the grounds that Escher holds sole intellectual property rights to a component of the current Horizon outsourcing infrastructure, creating a structural tension between the direct award and the competitive replacement process running simultaneously.

The Post Office stated in its procurement documents that Escher “is the sole owner of the intellectual property rights” to the relevant component and that “only Escher is able to develop, configure” it, which the organization used to justify the direct procurement award outside the main competitive tender.

Escher’s legal challenge is a procurement dispute under United Kingdom public contracts regulations, a category that typically generates injunctive risk and further delay for the contracting authority if upheld.

The Horizon replacement contract covers the Post Office’s core point-of-sale business process outsourcing (BPO) infrastructure across its branch network, making any further delay operationally material.

The concurrent direct award to Escher while simultaneously running a competitive tender for the same underlying system is the structural detail likely to be most closely examined in any review of the procurement process.

For enterprise buyers and procurement teams managing large-scale legacy system replacements, the Post Office case illustrates the risk that incumbent IP holders can create: a supplier with proprietary rights to a component of the existing platform can both compete for the successor contract and separately extract a direct award for the legacy system, creating overlapping claims that a public procurement challenge can exploit.
