Pune emerges as India’s top hub for global capability centers

MAHARASHTRA, INDIA — The Indian city of Pune is steadily cementing its position as a leading destination for Global Capability Centers (GCCs) in India, driven by robust infrastructure, abundant talent, and a supportive business environment. 

In a report from Punekar News, senior government officials and industry leaders highlighted on Tuesday that coordinated efforts between the administration and private sector are crucial to positioning the Indian state of Maharashtra, where Pune is located, as the country’s top GCC hub.

Pune’s IT, manufacturing and talent pool power GCC boom

At an international GCC conference organized by the Maratha Chamber of Commerce, Industries and Agriculture (MCCIA), representatives from over 20 multinational companies discussed emerging trends, investment opportunities, and infrastructure readiness. 

“Pune is a [center] for industrial growth due to its strong infrastructure. The state has the potential to become the largest GCC hub. Over the next five years, 400 new capability [centers] are planned, and the state is building the required infrastructure,” said MIDC chief executive officer (CEO) Shri P. Velrasu.

Velrasu also highlighted the city’s strategic advantages, pointing out that Maharashtra’s service sector contributes 64 percent to the state economy, and the availability of nearly five lakh graduates annually, affordable office spaces, and consistent ease-of-doing-business reforms make Pune India’s most suitable GCC destination. 

“India is targeting a three-trillion-dollar economy by 2047, and Maharashtra alone is expected to contribute five trillion dollars,” he added.

Municipal Commissioner Naval Kishore Ram emphasized Pune’s historical strengths, including skill availability, affordable housing, and a business-friendly environment. 

“About 24–25 percent of India’s GCCs—nearly 400 [centers]—are in Pune. The city became an IT hub because the right environment was created 25 years ago. That advantage continues,” Ram said.

Maharashtra pushes GCC growth to Nagpur and Nashik

Officials stressed that GCC expansion is not limited to Pune and Mumbai. 

“GCC expansion will also reach Nagpur and Nashik. Policies are being created to attract industries beyond the technology and BFSI sectors. Initiatives like the electric vehicle infrastructure policy and bamboo industry policy will play a significant role,” Velrasu said

Kaustubh Dhavse, Chief Advisor to the Chief Minister’s Office on Investment and Strategy, added that Pune is preparing for major improvements in communication and transport over the next 18 months. 

“If Pune is to become the GCC capital of the country, both government and citizens must work together. Infrastructure cannot be compromised,” he said.

With manufacturing hubs like Chakan and IT clusters such as Hinjewadi strengthening the region’s investment appeal, Pune is set to become a global outsourcing powerhouse

The sustained collaboration on infrastructure, skilling, and industry-friendly policies will be key to maintaining growth momentum. The city’s balanced mix of talent, speed, and stability could serve as a model for other emerging GCC destinations across India.
