RPOA sets bold 2028 goals for global recruitment process outsourcing

VIRGINIA, UNITED STATES — The Recruitment Process Outsourcing Association (RPOA) has revealed an ambitious strategic plan for 2026–2028, positioning itself as the world’s leading authority on recruitment process outsourcing (RPO) innovation and foresight.
The RPOA is the leading international body whose main purpose is to promote recruitment process outsourcing as a strategic talent management approach.
In its press release, RPOA said that the plan comes as organizations increasingly rely on external recruiting partners to navigate complex talent shortages in technology, healthcare, engineering, and artificial intelligence.
“The RPO industry needs a credible, neutral voice that brings clarity to an increasingly complex hiring landscape,” said Kim Davis, RPOA Advisory Board Member.
“RPOA’s 2028 vision positions the association as that trusted convener bringing together providers, buyers, and innovators to move beyond hype and focus on what actually works,” Davis added.
RPOA to lead RPO standards in tight global talent market
Central to the association’s plan is its role as both a trusted convener and the leading authority for the global RPO ecosystem.
With nearly three-quarters of United States workers planning to remain in their current roles, according to Gartner, access to passive talent and sophisticated skills-based assessments has become essential for organizations aiming to fill high-demand roles.
“By setting shared standards, publishing rigorous insights, and fostering collaboration across the ecosystem, RPOA is helping define the future of recruitment process outsourcing with foresight, integrity, and practical impact,” said Pam Verhoff, President at Advanced RPO and Chair at the RPOA Advisory Board.
Using data, the association will provide support and encourage cooperation among different sectors as the primary means to address the challenges posed by rapid technological advancements and the ongoing shortage of skilled workers.
This strategy underscores the growing importance of RPO as a strategic partner in workforce planning and execution.

Looking ahead, the RPOA will emphasize proper use of AI technology literacy, responsible AI adoption, global engagement, and ambitious revenue and membership growth to secure the organization’s future.
