Uganda pitches BPO, creative industries as new export engines

KAMPALA, UGANDA — Uganda is courting buyers and investors in Europe, Asia and the Middle East for its outsourced business services, technology and creative industries, positioning all three as new export engines beyond traditional commodity trade.

The government points to a growing pool of young innovators and expanding digital infrastructure as its draws for investors in technology-enabled services, and it wants Ugandan firms to use its diplomatic missions to vet foreign partners before signing deals.

Trade Ministry pushes BPO as a niche export

According to ChimpReports, Trade Ministry official Georgina Nampera, assistant commissioner in charge of multilateral trade, made the case at the Equity Uganda Trade and Investment Roadshow 2026 in Kampala, as the country seeks to diversify exports and attract investment into new sectors.

Nampera said the government is pushing business process outsourcing (BPO) as a niche export sector while encouraging investment in information technology-enabled products and services.

She also named the creative industry as an emerging area with potential for African partnerships, saying it “can give us a lot of rewards as long as we protect, support intellectual copyrights, and enforce” the rights of innovators and creators.

“There’s a lot of opportunity for us to harness and see how we actually also support those people in that sector,” Nampera said.

Missions to vet foreign buyers and investors

Nampera urged Ugandan businesses looking for foreign buyers and investors to use the government’s commercial diplomacy network to verify potential partners before entering deals.

Uganda’s diplomatic missions are conducting market intelligence in foreign markets and can check whether prospective partners are recognized by private-sector associations and chambers of commerce, she said, adding that the missions are picking what is needed in each market.

Government agencies with access to international databases can further verify investors and buyers, she added, to reduce the risk of failed or unfair commercial arrangements.

“I appeal that let’s also use the government structures,” Nampera said.

For buyers weighing new offshore outsourcing destinations, Uganda’s pitch pairs a young talent pool with state-backed due diligence on foreign partners, a sign that officials want the sector’s early deals to be credible ones.

The next test is whether the official push turns into signed contracts and operating delivery centers, the evidence buyers comparing the top BPO companies worldwide look for before shortlisting a new market.
