Zimbabwe launches BPO framework to boost global service exports

HARARE, ZIMBABWE — The Zimbabwe government launched a business process outsourcing (BPO) framework aimed at positioning the country as a regional hub for global service exports, tapping into its skilled workforce and expanding digital infrastructure to attract international investors. 

According to a report from NewsDay, the initiative marks a strategic pivot from Zimbabwe’s traditional reliance on agriculture and mining—sectors often exposed to climate shocks and global price swings.

Tax incentives for foreign BPO investors

“The development of the Business Process Outsourcing (BPO) sector is a catalytic intervention under our economic transformation agenda,” said Minister Mthuli Ncube of the Ministry of Finance, Economic Development and Investment Promotion.

The new incentives provide licensed investors with a 15% corporate tax rate, suspend customs duties for approved ICT infrastructure, and permit investors to deduct their entire capital expenses during their first year of asset utilization.

According to the report, the Zimbabwe Treasury announced that eligible foreign investors will also receive tax exemptions from the non-residents dividend tax, which will improve Zimbabwe’s capacity to draw foreign investments. 

The government also provides a US$1,500 Youth Employment Tax Credit for each youth worker employed each year to demonstrate its dedication to creating job opportunities.

Ncube explained that Zimbabwe maintains a crucial role in the South African Development Community (SADC) region, which connects South Africa, Botswana, Mozambique, and Zambia through better transportation systems, improved border facilities, fiber-optic networks, and international airport facilities.

“We must accelerate the transition from a predominantly commodity-dependent growth model towards one anchored on productivity, innovation, services exports and intellectual capital,” Ncube said.

Skilled workforce and IT infrastructure fuel growth

Zimbabwe has a youthful population, with 60% of its population being younger than 25 years old. The country also has an 86.5% literacy rate, and English serves as a common language with more than 663,000 tertiary graduates. 

The combination of rising mobile subscriptions and increasing internet access—projected above 75%—creates optimal conditions for outsourcing development.

“Zimbabwe is already providing services such as customer care, technical support, data management, medical transcription, insurance processing, quality assurance, digital marketing analytics and emerging software development solutions,” Ncube said

“BPO is not limited to call [center] services, it encompasses high-value analytics, financial [modeling], compliance processing, healthcare billing and digital content creation. Each 1,000-seat outsourcing facility generates direct employment and substantial multiplier effects across the broader economy,” Ncube added.

The outsourcing sector of Zimbabwe has grown its operations to provide international services through its physical facilities and its online delivery systems. 

The country needs to develop its ICT industry further before it can compete with Indian ICT companies, but its existing government policies, investment programs, and strategic coordination give it a strong foundation to compete with other countries in the region.
