CHENNAI, INDIA — Starbucks, the world’s largest chain of coffee houses, will establish its first global capability center (GCC) in India in Chennai, with the coffee chain’s center expected to create 800 high-value jobs in its first phase.

The company signed a memorandum of understanding (MoU) with the Government of Tamil Nadu, adding to the state’s growing roster of global capability centers and further strengthening Chennai’s position as a destination for global companies building technology, talent and business capabilities.

Tamil Nadu minister led Starbucks talks

Tamil Nadu Minister for Industries and Investment S. Keerthana led discussions with Starbucks’ global team when the proposal required further engagement, according to Business Standard.

A government statement said her engagement helped bring renewed attention to the opportunity and contributed to Starbucks moving forward with its Chennai GCC.

The statement also said the investment reflects Tamil Nadu’s increasingly hands-on approach to investment facilitation, and Business Standard reported that the state’s Industries and Investment Promotion Department has been taking an active approach to identifying, facilitating and converting investment opportunities.

Keerthana marked the signing on social media with a nod to the state’s coffee culture, writing: “We just brewed something strong. Tamil Nadu x Starbucks, a partnership blended to perfection.”

“A global brand of Starbucks’ stature choosing Chennai to establish its GCC is a strong endorsement of our talent, our capabilities and the business environment we are building in Tamil Nadu,” Keerthana said.

Chennai adds corridors for global capability centers

Recent GCC-related investments and MoUs in Chennai include Nordex, Chubb, Walgreens, EY and Sigma Technology.

The state government also announced three dedicated GCC corridors in Chennai with a higher floor space index, aimed at the development and expansion of large-scale global capability centers.

Keerthana said the state wants global companies not only to invest in Tamil Nadu but to build their next generation of capabilities there.

“We will continue to engage closely with investors and do everything possible to facilitate their growth in the state,” she said.

For multinationals outside the technology sector, the Starbucks move shows the GCC model extending to consumer brands, with Tamil Nadu competing on ministerial facilitation and dedicated GCC corridors to win them.

Companies weighing a captive center against an outsourced model can benchmark that choice against the top BPO companies worldwide before committing 800 or more roles to a single Indian city.
