CHISINAU, MOLDOVA — Moldova’s business process outsourcing (BPO) exports grew 25% to €311 million ($364 million) in 2025, extending a run that has seen the sector grow fourfold since 2015. With regional rivals competing hard for investors, the industry now has to take on more complex work to keep growing.

The tax regime pays off

BPO companies joined Moldova’s IT Park in 2024, giving them access to the flat-rate tax paid by its residents. “Including BPO services within the IT Park was economically justified, and the sector’s growth has demonstrated this,” Alexander Gozun, director of PwC Moldova and president of AmCham Moldova, told Logos Press.

Gozun said the flat tax lowered service costs, but administrative factors mattered as much. “In the IT park, everything was sorted out in a matter of days with an electronic signature and without any red tape, which is also very important,” he said. Investors also need predictable rules and a working justice system, because “companies adapt to conditions, but cannot adapt to unforeseen situations,” he added.

Reaching a ceiling

Both IT and BPO are beginning to reach a ceiling in their current configuration, Gozun said, amid fierce competition for investors from the Balkans to Central Asia. Processes remain at a basic business level, so the industry needs to make them more complex to raise the value of what it sells.

PwC Moldova is testing that shift itself. It has started offering audit outsourcing, with young staff carrying out initial audits, and is building a business case to expand into work such as transfer pricing. The firm employs 120 people, 90 of them in service exports, and hopes to reach 400 within four years.

Gozun said European investors view Moldova more favorably than Central Asia as the country integrates into the EU. He hopes the IT industry can double its current workforce of 30,000 to 60,000 while raising added value.

For European buyers, Moldova’s push toward complex work widens its nearshore outsourcing offer beyond basic support. Companies weighing business process outsourcing (BPO) partners in the region can ask which higher-value processes they already run. They can compare options among the top BPO companies in Europe.
