ENUGU, NIGERIA — Nigeria’s Enugu State Government has signed a partnership agreement with Humatrix Limited to set up a business process outsourcing hub that aims to create more than 100,000 jobs for young people within five years. Operations will start with a 750-seat center, with plans to expand to more than 2,000 seats within the first year.
From 750 seats to 2,000
The agreement was signed at Government House, Enugu, and marks the implementation phase of the initiative, MSME Africa reported on Oct. 30. Humatrix director Dakuku Peterside said the company chose Enugu after assessing its investment climate, policy consistency and the state government’s commitment to economic development.
The state government has provided a building for the project’s take-off, and recruitment and training opportunities will be made available to young people in Enugu, Peterside said. He said the initiative would go beyond direct employment by equipping young people with digital and technological skills, and it is expected to attract international companies seeking skilled workers.
Talent City and a 300,000-seat goal
Arinze Chilo-Offiah, the governor’s special adviser on MSME and digital economy, called the partnership an important step toward the state’s ambition of growing its economy from $4.4 billion to $30 billion. The Enugu Talent City Initiative is designed to attract global companies and enable young people to work for international clients without leaving the state, he said.
Chilo-Offiah added that Enugu’s long-term ambition is an outsourcing ecosystem with up to 300,000 seats by 2031, building on the initial 750-seat center and later expansion.
Skills matched with employers
Governor Peter Mbah said more than 33% of the state’s expenditure is dedicated to human capital development, with investments in education, skills acquisition and workforce preparation. He stressed that skills development must be matched with investment in businesses capable of employing trained workers.
Mbah also pointed to the proposed Talent City and Digital Industrial Park, saying the infrastructure could support jobs beyond the 100,000 Humatrix is targeting.
What it means for buyers
The hub is expected to create opportunities across digital services and business support operations, connecting Enugu’s workforce to companies in international markets. Buyers exploring business process outsourcing (BPO) or offshore outsourcing in Africa can compare Enugu with established providers on OA’s list of the top BPO companies worldwide.
