Odisha plans landmark IT park for $5.25Bn pipeline

HYDERABAD, INDIA — Odisha’s technology agency has issued an Expression of Interest for a 25-acre, 4.5-million-square-foot IT park at Bhubaneswar’s Damana Square — a public-private partnership development designed to absorb ₹50,000 crore (US$5.25 billion) in pending technology investment proposals from multinational corporations, global capability centers (GCC), semiconductor design firms, AI companies, and data center operators that cannot proceed without infrastructure and land allocation, Prop News Time reports.

Bhubaneswar’s Damana Square park targets 4.5M sq ft between Infocity and Infovalley clusters

The IT park, developed through a PPP model under the Odisha Computer Application Centre (OCAC), allocates 70% of its built-up space to IT and IT-enabled services tenants — GCCs, BPO operators, and technology firms — with the remaining 30% designated for retail, hospitality, and serviced apartments, the mixed-use infrastructure that enterprise campus tenants increasingly require alongside core office space.

The Damana Square location — between Bhubaneswar’s established Infocity and Infovalley technology clusters — places the new development at the center of the city’s existing IT corridor rather than as a greenfield project requiring new connectivity infrastructure to be built from scratch.

Odisha is building the physical container for a pipeline that already exists on paper — the ₹50,000 crore (US$5.25 billion) in investment proposals waiting in the queue cannot convert to committed investment without the land allocation and infrastructure that the Damana Square IT park is specifically designed to provide.

The OCAC-administered EOI process signals that Odisha is treating the IT park as strategic state infrastructure rather than a commercial real estate development — a governance approach that gives the government control over tenant mix and sector prioritization aligned with technology policy objectives.

₹50,000 crore pipeline spans GCCs, semiconductors, data centres, and AI across technology verticals

The ₹50,000 crore (US$5.25 billion) investment pipeline covers IT, electronics manufacturing, semiconductor design, data centers, AI companies, and allied industries — a breadth that reflects Odisha’s deliberate positioning across multiple technology verticals rather than specialization in a single category.

GCCs are explicitly included in the pipeline, placing Odisha in direct competition for the enterprise captive center demand that Bengaluru, Hyderabad, Pune, and Chennai currently dominate — at a lower real estate density and with state-backed infrastructure development rather than dependence on the private commercial property market.

The scale of the pipeline relative to current infrastructure capacity is itself the story: ₹50,000 crore (US$5.25 billion) in proposals means substantial enterprise interest has already been generated; the constraint is not demand but the physical infrastructure to accommodate it.

For GCC builders and technology investors evaluating India entry points outside the saturated Tier-1 metros, Odisha’s ₹50,000 crore (US$5.25 billion) pipeline and dedicated IT park signal that Tier-2 state governments are no longer waiting for companies to discover them — they are building the infrastructure to compete.

For outsourcing operators and GCC builders tracking India’s expanding technology geography, Odisha’s Damana Square IT park is the supply-side answer to a demand pipeline that has outgrown the state’s current capacity — and an explicit pitch to the companies that would otherwise default to Bengaluru or Hyderabad by habit rather than by comparative analysis.
