Australian health firm Kairos eyes Philippine BPO operation

MANILA, PHILIPPINES — Australian healthcare group Kairos is exploring the Philippines as a site for export-oriented administrative and back-office operations, following a meeting between the company’s delegation and Philippine Economic Zone Authority (PEZA) Director General Tereso Panga.

The delegation discussed PEZA ecozone registration and incentives available under the CREATE MORE Act, along with plans to build university recruitment and internship partnerships to develop a local talent pipeline.

Kairos Care, also referred to as Kairos Medical Group, provides general practice, mental health, disability support, and aged care services across Australia.

According to a report from The Philippine Star, the delegation discussed locating business process outsourcing (BPO) operations within a PEZA ecozone and accessing incentives under the CREATE MORE Act, which offers tax and operational benefits to export-oriented enterprises registered with PEZA.

The delegation also discussed partnerships with Philippine universities on recruitment and internship programs to build a talent pipeline for the company’s planned back-office functions.

“Kairos’ delegation expressed interest in establishing export-oriented administrative and back-office operations in the country,” PEZA said following the meeting.

Australia-Philippines BPO ties deepen as healthcare back-office demand grows

Australia has emerged as one of the Philippines’ most active BPO demand markets, with bilateral outsourcing relationships spanning financial services, healthcare, and professional services.

Kairos also indicated plans to extend its back-office model beyond its own internal operations to provide outsourced support to other healthcare organizations, according to PEZA.

PEZA ecozones offer registered enterprises customs duty exemptions, reduced corporate income tax rates, and streamlined regulatory approvals, making them the preferred entry point for foreign companies establishing Philippine back-office operations.

No named Kairos executive quotes, specific headcount targets, or investment figures were included in the PEZA readout of the August 13 meeting, according to The Philippine Star.

For outsourcing buyers in the healthcare sector, Kairos’ interest in Philippine delivery reflects a broader pattern of Australian health operators evaluating the country as a back-office base that combines English-language fluency with a rapidly expanding healthcare talent pool.

The Philippines currently employs more than 200,000 professionals in healthcare-related outsourcing roles and is targeting further growth in clinical support, medical administration, and disability-sector back-office functions.

For Australian operators, the CREATE MORE Act incentives and an established BPO labor market position the Philippines as a cost-effective alternative to local administrative hiring.
