DTI issues list of allowed sectors to operate during ECQ and GCQ

The Department of Trade and Industry (DTI) Secretary Ramon Lopez signed the Memorandum Circular No. 20-22 yesterday, labelling business establishments in four categories according to their activities. DTI released the guidelines listing the sectors allowed to work during the Enhanced Community Quarantine (ECQ) and General Community Quarantine (GCQ).
Category 1 lists industries in full operational capacity during ECQ and GCQ. This includes the agriculture, hospitals, energy, power, telecommunications sectors, and other essential industries. Category 2, which allows enterprises to operate 50 per cent to full capacity, are only allowed to function during GCQ.
Category 3 industries require 50 per cent work on-site arrangement, work from home, or other alternative arrangements. Business process outsourcing companies (BPOs), banks, pawnshops, and operations of capital markets, among others, fall under this category. Some Category 3 businesses may also be allowed under GCQ, but not ECQ.
Meanwhile, businesses categorized under Category 4 are prohibited from operating. Industries identified under section include fitness and sports facilities, cinemas, casinos, and other amusement and leisure establishments.
