CAIRO, EGYPT — Egyptian President Abdel Fattah al-Sisi ordered the expansion of large-scale data centers and nationwide 5G deployment alongside increased investment in cloud computing and artificial intelligence during a September 19, 2026 meeting with the prime minister and communications minister, framing the directives within Egypt’s target of $12 billion in outsourcing services exports by 2029.
Egypt has set an interim milestone of $8 billion in digital exports by 2028 and aims to expand the number of electronics design companies operating in the country to 120 by 2030, with the data center and 5G directives serving as the infrastructure foundation for reaching those thresholds.
Al-Sisi orders data centre and 5G expansion to support outsourcing growth
According to Daily News Egypt, President al-Sisi convened a meeting with Prime Minister Mostafa Madbouly, Communications and Information Technology Minister Raafat Hindi, and Armed Forces Signals Department Director Hany Mahmoud Mansour to issue directives on large-scale data center construction, artificial intelligence (AI) infrastructure investment, and 5G network expansion as pillars of Egypt’s digital export growth strategy.
Al-Sisi’s directives also cover telecommunications resilience and concentration risk reduction, with the presidency citing these measures alongside data center expansion and 5G rollout as the structural foundation for business process outsourcing (BPO) and digital services delivery at the scale Egypt’s export targets require.
Al-Sisi’s AI agenda includes the Karnak national program, which focuses on digital sovereignty and the development of generative AI models in Arabic, positioning Egypt to develop domestic AI capability alongside the infrastructure it is deploying to attract international outsourcing and digital services contracts.
The Egyptian presidency said the September 19 meeting produced directives for officials to accelerate implementation across data centers, 5G networks, cloud computing, and AI infrastructure as components of a coordinated national digital economy strategy targeting the $12 billion outsourcing export milestone.
Digilians initiative targets workforce pipeline for $12B export build
The Digilians initiative, run jointly by the Communications and Information Technology Ministry and the Egyptian Military Academy, represents Egypt’s government-backed approach to upskilling youth for high-demand technology positions, with transparent candidate selection designed to build the workforce pipeline that the country’s outsourcing export targets require at scale.
