Philippine BPO industry leader Mitch Locsin dies at 55

MANILA, PHILIPPINES — Albert Mitchell “Mitch” Locsin, chairman of the Customer Xperience Association of the Philippines (CXAP) and one of the most prominent figures in Philippine IT-BPM sector advocacy over the past two decades, died on Wednesday, August 20, 2026. He was 55.

Locsin led the transformation of CCAP into CXAP and served as IBPAP director

Locsin held the CXAP chairmanship since 2023 and previously served as executive director and board of trustees member of the Information Technology and Business Process Association of the Philippines (IBPAP).

According to a report from Manila Times, at PLDT Enterprise, he served as senior vice president and head of enterprise and international business groups before transitioning to a senior adviser role in January 2026.

His most significant contribution to the industry was leading the rebranding and transformation of the Contact Center Association of the Philippines (CCAP) into CXAP, expanding the body’s mandate from voice-centric services to full customer experience delivery.

“Mitch was more than a leader. He was a colleague, mentor, and friend whose warmth, dedication, and genuine care for people touched many lives,” CXAP said in a tribute.

Industry colleagues pay tribute to Locsin’s leadership and friendship

Locsin’s involvement in industry leadership began in 2005 when he joined the CCAP executive structure, marking the start of more than two decades of sector advocacy work.

He served on the IBPAP board of trustees throughout the Philippine outsourcing sector’s expansion toward its 2028 revenue and employment targets.

A public viewing is scheduled at Heritage Memorial Park on Sunday, August 24, from 10 AM to 10 PM.

“In the last few months before he retired, we talked more about love, life, and faith more than we talked about work. You will always be well loved and appreciated in PLDT, Mitch. Thank you for the leadership and the friendship,” said Butch Jimenez, chief operating officer at PLDT.

Locsin’s passing removes one of the Philippine outsourcing sector’s most visible institutional advocates at a time when the industry is navigating structural shifts driven by artificial intelligence adoption and new frameworks for business process outsourcing (BPO) delivery.

The sector he helped build employs more than 1.9 million Filipinos and is targeting US$42 billion in annual revenue by 2028, according to IBPAP.

For outsourcing operators and buyers, Locsin’s career spanned the industry’s transformation from a predominantly voice-based workforce into a globally recognized center for customer experience and higher-value knowledge services.
