Oklahoma outsources its sovereign wealth fund

OKLAHOMA CITY, OKLAHOMA, UNITED STATES — Oklahoma has moved to outsource the investment management of its newly established Taxpayer Endowment Trust Fund, a US$200 million sovereign wealth fund created under House Bill 4072, to an external advisory firm through the state’s Invest in Oklahoma program.

House Bill 4072 transferred US$200 million from an existing state savings fund into the new Taxpayer Endowment Trust Fund, modeled on sovereign wealth funds operated by other U.S. states and international governments.

According to a report from The Journal Record, under the legislation, earnings from the fund’s investments cannot be withdrawn for at least 10 years or until the corpus reaches US$1 billion, after which up to 4% per year can be directed to state purposes.

The decision to outsource active management rather than handle investments through existing state treasury infrastructure reflects a broader shift among U.S. state governments toward specialized external outsourcing arrangements for public investment mandates that require alternative asset expertise beyond standard fixed-income management.

The Invest in Oklahoma board, created under the same legislative framework, oversees the external investment advisory relationship and sets the investment policy framework within which the external manager operates.
