MANILA, PHILIPPINES — Philippine business process outsourcing companies have begun the annual holiday-season hiring surge, with seasonal workforce ramps starting as early as September to build capacity for Thanksgiving, Black Friday, Christmas, and New Year’s volumes from North American employer clients.
The Information Technology and Business Process Association of the Philippines (IBPAP) has revised its 2028 revenue and employment projections downward from the benchmarks set in 2022, but the seasonal hiring window remains an active short-term driver of industry employment and a key lever for meeting year-end targets.

According to Business Mirror, Information Technology and Business Process Association of the Philippines (IBPAP) President and Chief Executive Officer Jack Madrid confirmed that seasonal hiring is concentrated in the business process outsourcing (BPO) segment rather than in global capability centers (GCCs), which operate on steadier year-round staffing cycles.

“Some of our businesses are very seasonal because of our customers. There’s a hiring ramp [now], getting ready for Thanksgiving, Black Friday, Christmas, and then New Year’s,” said Jack Madrid, President and Chief Executive Officer of IBPAP.
IBPAP revises 2028 targets as AI adoption reshapes industry growth outlook
IBPAP’s current projections put the Philippine information technology-business process management (IT-BPM) industry at $43.3 billion to $50.5 billion in revenues by 2028, with full-time employment in a range of 1.85 million to 2.14 million workers.
Both the revenue ceiling and the employment ceiling have been reduced from the 2022 roadmap, which projected $58.9 billion and 2.5 million workers, as AI adoption compresses demand in execution-heavy service lines and competitive pressure reshapes headline growth forecasts.
Madrid said the Philippines’ competitive position as an outsourcing destination depends on investments in affordable digital connectivity, faster internet, improved airport access, and better transportation infrastructure that IBPAP is actively advocating for with government stakeholders.
IBPAP said the holiday hiring surge, while seasonal, contributes directly to year-end employment counts and demonstrates that the industry’s workforce elasticity remains intact even as the association recalibrates its longer-term growth trajectory.
