Philippine labor market stays resilient amid the AI boom

MANILA, PHILIPPINES — The Philippine labor market has absorbed substantial artificial intelligence (AI) exposure without large-scale displacement, with business process outsourcing (BPO) roles shifting toward higher-value functions as generative AI reaches 28.1% of the country’s workforce, the second-highest rate in Southeast Asia.

Deepali Bhargava, ING Regional Head of Research for Asia-Pacific, wrote in Business World that “while the Philippines is among the economies most exposed to AI-driven change, the evidence so far points to job transformation rather than job destruction.”

ING cited data showing 28.1% of Philippine workers have at least minimal exposure to generative AI, placing the country second in the Association of Southeast Asian Nations (ASEAN) after Singapore, where 42.2% of workers are exposed.

The affected occupations span BPO and information technology-business process management (IT-BPM), clerical and administrative support, finance, accounting, and sales roles, while new opportunities are emerging in higher-skilled, technology-intensive roles.

Government upskilling program targets 10,000 BPO workers in 2026

Bhargava found that AI is reshaping Philippine outsourcing demand toward higher-value services rather than eliminating it, consistent with the government-led reskilling program now running for BPO workers across the country.

The Department of Labor and Employment (DOLE), working with the Information Technology and Business Process Association of the Philippines (IBPAP) and the Technical Education and Skills Development Authority (TESDA), is targeting 10,000 BPO workers for AI upskilling through enterprise-based training in 2026.

A further 34,000 workers will receive AI upskilling through partner technical and vocational institutions under Project Unlad, a TESDA-Department of Information and Communications Technology (DICT) platform set to expand the program in 2027.
