Philippines to open Northern Cebu’s first BPO mall in 2025
CEBU, PHILIPPINES — Vikingland Corporation, an affiliate of Top Line Business Development Corp., is set to launch Cebu’s first business process outsourcing (BPO) mall, marking a transformative milestone for northern Cebu.
The PHP500-million (US$24.5-million) “Bay Mall,” located in Liloan, is scheduled to open in the first half of 2025, promising to boost local employment and economic growth.
Public-private partnership powers Bay Mall
Bay Mall is a flagship project under a public-private partnership (PPP) between Vikingland and the municipality of Liloan. Strategically located near the town center and coastline, the three-story development broke ground in 2022.
“This is a game-changer moving forward,” said Eugene Erik Lim, President and CEO of Top Line, during the topping-off ceremony.
Commercial and IT-BPO hub in one
The first two floors of Bay Mall will house a Robinsons Supermarket as its anchor tenant, alongside food stations, specialty kiosks, wellness centers, financial services, and retail stores.
The third floor will be dedicated to IT-BPO operations, providing northern Cebu residents with local employment opportunities that previously required commuting to Cebu City.
“This will greatly help the economy of Liloan and improve the quality of life for Liloanons by providing employment, recreation, and convenience,” said Liloan Mayor Aljew Fernando Frasco.
Strengthening Cebu’s position as a commercial hub
Liloan has become a progressive first-class municipality in Cebu with over 200 subdivisions and a growing business sector.
Bay Mall will further solidify its role as a commercial and logistics hub by integrating with Pier 88, a smart port also developed by Top Line. A free shuttle service will connect the two facilities, enhancing convenience for residents and visitors alike.
“This development showcases the power of unity and the success of public-private partnerships,” added Department of Tourism (DOT) Secretary Christina Garcia-Frasco.
