U.S. enters a new era of constrained labor supply

TEXAS, UNITED STATES — The United States labor force fell by an estimated 700,000 workers in the first eight months of 2026, the fifth calendar-year decline since 1948 and only the second outside a recession, as net international migration is projected at 321,000 for the year ending June 2026, down from 2.7 million in 2024.

Labor force decline signals a new U.S. hiring era, Indeed finds

Felix Aidala, economist at the Indeed Hiring Lab, wrote that the United States may need to “begin reconsidering some long-standing conventional wisdoms” about labor market benchmarks, as an Indeed Hiring Lab analysis found 2026 payroll growth averaged 80,000 monthly while unemployment still fell.

Foreign-born workers make up 19% of the United States labor force, but foreign job seeker interest on Indeed dropped to a six-year low in April 2026 as stricter immigration policies reduced the inflow that historically supplemented domestic workforce growth.

When the labor force shrinks in a non-recession year and unemployment still falls, the standard 100,000-job monthly benchmark is no longer the right measure.

Women and immigrants carry opposite trends in U.S. labor supply

Aidala wrote that healthcare saw job openings jump 11% year-over-year while hires fell 5% simultaneously, a structural constraint in a sector where 24% of physicians and 17% of nurses are foreign-born.

Women gained 495,000 nonfarm jobs in the past year compared with 108,000 for men, as women held more United States jobs than men for only the third time in recorded history and accounted for 82% of employment growth.

Foreign-born men participate in the labor force at 76.4% versus 65.6% for native-born men, a gap that widens as immigration inflows decline below historic levels.

The constrained United States labor supply connects directly to the sourcing case for offshore outsourcing and business process outsourcing (BPO), where leading BPO operators offer workforce depth a shrinking domestic pool cannot.

A labor force that is shrinking outside a recession, with immigration at a fraction of 2024 levels, is producing the exact conditions that convert domestic hiring shortfalls into offshore BPO demand.

The labor market Aidala and colleagues describe is historically unusual: a shrinking workforce, falling unemployment, and immigration at a fraction of its 2024 pace operating simultaneously.

For enterprise buyers facing a domestic labor pool structurally smaller than it was two years ago, offshore BPO staffing is the response to a supply constraint wage growth cannot resolve. BPO operators documenting workforce depth against the shrinking United States domestic supply are the preferred model as constrained labor conditions extend through 2026.
