TASHKENT, UZBEKISTAN — Uzbekistan plans to let healthcare facilities buy medical and support services from private providers under a new system due to take effect next year.

The government aims to raise the share of outsourced services in healthcare procurement to 30% by 2030.

Outsourcing as a private-sector lever

Officials set out the plan at a presentation on healthcare investment to President Shavkat Mirziyoyev, Kun.uz reported on Oct. 28.

The presidential press service described outsourcing as an important mechanism for expanding private sector participation in healthcare. Under the new regulations, healthcare institutions will be permitted to purchase “certain medical and support services” from private providers, it said.

Contracts tied to performance

Contracts would set out service volumes and quality requirements in advance, with providers assessed against specific performance criteria, Kun.uz reported.

The proposals also envisage long-term contracts with service providers, according to the presidential press service.

An electronic register

An electronic system called Medical Outsourcing is planned to improve transparency. It would maintain a unified register of services, providers and contracts, track service volumes and quality, and monitor payments.

The system is also expected to be integrated with the public procurement system.

Part of a $2.7 billion investment push

The outsourcing plan sits alongside a wider drive to expand the role of private businesses in healthcare. Officials told Mirziyoyev that Uzbekistan has assembled a portfolio of 35 healthcare investment projects worth a total of $2.7 billion.

Planned facilities include the National Oncology Center, the Republican Center for Neurology and Stroke and a maternal and child health center in Nukus. An 800-bed hospital is planned in Samarkand under a public-private partnership.

Officials also presented proposals for nine additional projects valued at $1 billion, and proposed a healthcare infrastructure strategy through 2040.

Professional managers for major hospitals

Another proposal would bring professional managers, selected through open competitions, into leadership positions at major healthcare facilities.

The approach is expected to be introduced at five major medical facilities by 2030.

Following the presentation, Mirziyoyev instructed officials to refine the investment strategy and projects on the basis of the master plan and to speed up initiatives already underway.

What it means for providers

The plan would turn Uzbekistan’s healthcare facilities into contract buyers of private services, with volumes, quality and payments tracked in one register.

Private providers weighing healthcare outsourcing work there can expect performance terms to be set before contracts are signed. OA’s top BPO companies worldwide list is a starting point for comparing outsourcing partners.
