IT Park Uzbekistan expands its LA operation

ILLINOIS, UNITED STATES — IT Park Uzbekistan has expanded its North American operation in Los Angeles, adding representatives in Boston and Washington, D.C., to give United States companies a direct path to outsourcing and technical talent from Uzbekistan’s government-backed technology sector.

3,800 resident providers and zero-tax structure anchor Uzbekistan’s US market push

IT PARK Uzbekistan is a technology hub established in 2019 under Uzbekistan’s Ministry of Digital Technologies, providing resident companies with tax incentives, support programs, and infrastructure.

The hub now hosts more than 3,800 resident companies and reports that North America accounts for 45% of its resident providers’ export revenue, a share that the expanded Los Angeles presence is designed to convert into direct business process outsourcing (BPO) and knowledge process outsourcing (KPO) relationships.

Resident companies within IT PARK Uzbekistan operate under a zero percent corporate tax structure for qualifying organizations, a cost incentive the hub positions as a structural advantage over established outsourcing destinations in Asia and Latin America.

“India, the Philippines, and other established destinations built the modern outsourcing industry. Uzbekistan’s opportunity is to give companies another high-quality option as they diversify and expand,” said Russ Yapparov, chief growth officer of IT PARK Uzbekistan North America.

BPO covers operations; KPO targets engineering, analytics, and financial research

IT PARK Uzbekistan’s North American offering divides into two service categories, matching the scale and complexity range most frequently used by U.S. companies evaluating an offshore market for the first time.

BPO covers customer support, contact-center operations, and back-office processing — operational work that scales with a client’s customer base.

KPO covers software and quality assurance (QA) engineering, data engineering, and financial and research analytics — higher-complexity functions that require specialist knowledge and are increasingly the growth segment for offshore delivery among U.S. technology and financial services companies.

IT PARK Uzbekistan said the Los Angeles office, supported by representatives in Boston and Washington, D.C., provides U.S. buyers with in-person access to evaluate the Central Asian talent market before committing to an outsourcing relationship.

For U.S. companies building or diversifying offshore delivery, Uzbekistan represents a market at an early stage of North American commercial development: significant government backing, a zero-tax incentive structure for qualified providers, and a North American export revenue concentration that signals the talent base has already begun generating commercial results at scale.

The geographic and time-zone position relative to Central and South Asia gives companies with existing Asia-Pacific delivery footprints a potential adjacency rather than a replacement market.
