Philippine BPO workers push back against AI displacement

MANILA, PHILIPPINES — Philippine business process outsourcing (BPO) workers have launched a formal campaign demanding worker protection legislation, an AI displacement fund financed by AI productivity levies, and mandatory employer notification before any AI system is deployed to replace contact center roles — as International Monetary Fund (IMF) estimates place 36% of Philippine jobs at high AI displacement risk.
According to a report from Philstar Life, the campaign is led by the Coalition of Digital Employees-Artificial Intelligence (CODE AI) and the BPO Industry Employees Network (BIEN), with representatives participating in congressional hearings and International Labour Organization (ILO) gatherings.
CODE AI demands displacement fund, notification rights, and surveillance protections
CODE AI’s five-point demand platform covers the core labor risks AI deployment creates in contact center environments: mandatory employer notification before AI systems affect jobs; a Worker Displacement Fund financed through AI productivity levies; the right to know which AI systems govern work assessments; the right to contest AI-generated employment decisions through human review; and protection against covert algorithmic surveillance.
A BPO Industry Employees Network (BIEN) survey of 394 BPO workers across 56 companies — conducted January 22 to March 3, 2026 — found that 65% of respondents earned below the family living wage of P27,196 (approximately US$460) per month.
Entry-level contact center salaries declined in peso terms from P21,000–P32,000 per month in 2005 to P13,000–P28,000 per month in 2022 — a decade of real-wage compression that precedes the AI displacement risk the IMF projects at 36% of Philippine jobs, and that the Department of Trade and Industry (DTI) estimates at 50% of all BPO jobs.
The BIEN wage data and the IMF and DTI displacement projections together define the stakes: Philippine contact center workers face AI displacement risk from a position of already-compressed real wages, with 65% currently earning below subsistence in a sector that employs 1.6 million people.
“AI should serve humanity and uplift the dignity of work, not further deepen exploitation,” said Renso Bajala, Secretary General, BPO Industry Employees Network, and spokesperson, Coalition of Digital Employees-Artificial Intelligence.
1.6 million Philippine workers face mounting AI displacement pressure
The Philippine BPO sector’s 1.6 million contact center workers represent one of the world’s most concentrated industry workforces in a single sector facing the immediate front of AI automation in voice and text-based customer service.
TaskUs (taskus.com) and Meta have already announced workforce reductions with AI cited as a contributing factor — establishing international platforms as early data points on the displacement trajectory that CODE AI’s campaign anticipates at scale across all contact center operators active in the Philippines.
CODE AI’s Worker Displacement Fund proposal — which would link AI productivity levies directly to worker protection financing — is a policy mechanism without precedent in the Philippine BPO sector, and represents the campaign’s most concrete legislative ask ahead of any formal congressional action.
For BPO operators with Philippine delivery operations and global enterprise buyers sourcing customer service from Manila and the provinces, CODE AI’s legislative campaign signals that the regulatory environment around AI adoption in Philippine contact centers is moving from informal worker advocacy toward formal legislative action.
The productivity levy mechanism, if enacted, would materially change the cost structure of AI adoption for any operator running contact centers in the Philippines.
