U.S. job openings hold at 7.1Mn in August as hiring stays flat

WASHINGTON, D.C., UNITED STATES — U.S. employers held job openings steady at 7.1 million in August, while hiring and quits barely moved, pointing to a labor market where neither workers nor companies are making big moves.

Openings were little changed from July’s revised 7.3 million, and hires changed little over both the month and the year.

Openings, hires and quits barely move

The job openings rate was little changed at 4.3%, and openings changed little in all industries, according to the U.S. Bureau of Labor Statistics (BLS).

Hires changed little at 5.2 million over the month and year, a hires rate of 3.3%.

Quits, a measure of workers’ willingness or ability to leave jobs, were unchanged at 3.1 million, or 1.9%.

Layoffs and discharges changed little at 1.6 million, a rate of 1.0%, while total separations were unchanged at 5.1 million.

Total separations decreased by 30,000 in state and local government education, and other separations, which include retirements, were little changed at 363,000.

Small businesses post fewer openings

The job openings rate decreased for establishments with one to nine employees, while the largest employers showed little or no change.

Quits fell in wholesale trade and in state and local government education but rose in nondurable goods manufacturing and private educational services.

The BLS revised July job openings up by 64,000 to 7.3 million and July hires up by 92,000 to 5.1 million.

The September report is scheduled for Nov. 3.

A low-hire, low-quit market gives employers little churn to fill, which can push them toward offshore outsourcing and business process outsourcing (BPO) partners to cover work without adding permanent headcount. When hiring stays flat, buyers comparing the top BPO companies worldwide can use outside teams to handle demand spikes that in-house recruiting is slow to meet.

The BLS data confirm that August brought little change in openings, hires, quits or layoffs.

For enterprise buyers planning 2027 headcount, a stable but slow labor market favors flexible capacity over fixed hiring.
