GIZA, EGYPT — Egypt now has approximately 200,000 specialists exporting digital services to global markets, a workforce the government is presenting as a catalyst for multinational companies expanding their local operations.
The ninth DevOpsDays Cairo 2026 conference, themed “Sustainable DevOps Methodologies in the Era of Agentic AI,” framed the discussion around autonomous systems in software development.
Minister pitches developer talent to multinationals
According to Daily News Egypt, Minister of Communications and Information Technology Raafat Hindi gave the figure at the opening of the conference.
Hindi said the competence of Egyptian developers remains a major strength of the sector and a catalyst for multinational companies expanding locally.
He highlighted Karnak, the first Egyptian large language model (LLM) developed by local engineers, which can understand classical and colloquial Egyptian Arabic, and emphasized the role of DevOps engineers in turning such models into sustainable, reliable services.
Hindi also raised questions about human oversight, accountability, energy and computing resource use and cybersecurity compliance as artificial intelligence (AI) takes on more coding, testing and decision-making.
The agenda runs four tracks on DevOps in the agentic AI era: cost and environmental sustainability, human sustainability and governance, security and reliability, and tools and infrastructure.
ITIDA calls for new skills and governance
Ahmed El-Zaher, chief executive officer of the Information Technology Industry Development Agency (ITIDA), said agentic AI is transforming software systems from assistive tools into entities capable of autonomous task execution and planning.
That shift requires updated work methodologies, governance frameworks and continuous investment in specialized skills, El-Zaher said.
The ninth edition features 66 speakers, including 13 international experts from nine countries, and is organized by ITIDA’s Software Engineering Competence Center at the Creativa Innovation Hub in Giza.
Cairo remains the only Arab city to host the DevOpsDays series, which runs in more than 60 cities worldwide, and 20 of 142 applicant teams reached the final stage of the conference’s DevOps and AI competition.
For buyers weighing offshore outsourcing and software development outsourcing destinations, Egypt is pairing a large digital export workforce with state-backed events, workshops and competitions aimed at agentic AI skills.
The test for Egyptian providers is whether that talent pool can meet the oversight and accountability demands the minister raised, a question buyers comparing the top BPO companies worldwide can put to any delivery partner in the country.
