Trenkwalder weighs launching BPO in Uzbekistan

TASHKENT, UZBEKISTAN — European HR and business process outsourcing (BPO) firm Trenkwalder Group is considering launching BPO and back-office delivery operations in Uzbekistan, following discussions with the country’s Minister of Digital Technologies at the Global Business Services Forum 2026 (GBSF 2026) in Tashkent.

According to a report from UzDaily, the discussions covered workforce qualifications, government support conditions, and the framework for market entry — with an initial deployment of 100 specialists envisioned before broader scaling for international client accounts.

Trenkwalder Group — operating across 16 European countries with approximately 200 offices, more than 20,000 staff, and annual revenue exceeding €700 million (approximately US$765 million) — met with Sherzod Shermatov, Minister of Digital Technologies, to assess Uzbekistan’s readiness as a BPO delivery destination for European clients.

The company’s proposed model would use Uzbek talent for back-office and BPO operations serving international accounts, adding Central Asia to a European delivery portfolio currently concentrated in Austria and Hungary.

GBSF 2026, held July 24–25 in Tashkent, drew more than 450 participants from over 45 countries — Central Asia’s largest international gathering for global business services and digital economy investment.

Uzbekistan’s tech services exports have surpassed $1 billion, and IT Park Uzbekistan (itpark.uz) hosts more than 3,800 resident companies including over 1,000 international businesses — conditions that Trenkwalder reviewed alongside government incentive structures during its forum meetings.

Trenkwalder’s initial Uzbekistan deployment target of 100 specialists reflects a proof-of-concept entry format: a measured scale designed to validate local talent quality and operational conditions before committing to the full international-client delivery model.

Uzbekistan’s Ministry of Digital Technologies said a Trenkwalder center would support “creating new highly skilled jobs, increasing BPO services exports and expanding cooperation between Uzbekistan and European companies in HR and outsourcing.”

IT Park infrastructure and government incentives underpin Trenkwalder’s entry case

IT Park Uzbekistan’s resident framework provides the primary commercial infrastructure for BPO market entry, offering international firms preferential tax conditions and operational support within a dedicated technology zone that already hosts over 1,000 international companies.

With tech services exports exceeding $1 billion and IT Park demonstrating established international appetite for Uzbek talent, Trenkwalder’s consideration arrives as the market transitions from early-adopter territory to a competitive Central Asia BPO delivery option with validated commercial infrastructure.

For BPO operators and enterprise buyers tracking emerging delivery markets, Trenkwalder’s Uzbekistan assessment is among the highest-profile European BPO evaluations of Central Asia to date — with the company’s €700 million revenue base and 16-country footprint providing the operational scale to establish a credible center if the entry roadmap proceeds.

Uzbekistan’s combination of a $1 billion tech export base, IT Park infrastructure, and government incentives positions the market to attract additional European BPO assessments regardless of Trenkwalder’s final decision.
